UNHCR has developed the WASH monitoring system (a web based information system) to strengthen UNHCR programme and improve the quality of WASH services provided to the refugees.
The purpose of the WASH Monitoring System is therefore to provide a means by which UNHCR and its Partners can effectively:
1) monitor, interpret and respond to key WASH indicators related to public health, in a consistent manner over time
2) enable a comparison of indicators within and between sites, to allow and evidence based prioritisation of actions, support and resources on a site, country and global basis
3) support advocacy and resource mobilisation with the ultimate objective to
4) provide accountability to communities, government and donors
5) achieve dignity and improved health outcomes for persons of concern
PH section in DPSM (Division of Programme Support and Management) would like to roll out this system in 4 new countries and do refreshing courses in 3 countries.
Between 2011-2013, 12 workshops were organized by RedR UK on behalf of UNHCR, involving UNHCR and NGO partner staffs. The aim of these workshops was to train UNHCR's officers and partners on the purpose and use of the WASH monitoring system, this trainings were a mix of theoretical and practical on monitoring WASH related activities and use of the WMS.
Objectives:
Each workshop will have a maximum of 25 participants.
The consultant/organization/company will provide technical expertise to plan, prepare and set up the 7 WMS trainings (4 new and 3 refreshing training) within the period March - November 2014
The WMS trainings will last 5 days each.
The detailed thematic of the training will be developed together with the 'conceptual designer' of the WMS and the UNHCR Senior WASH officer.
The WMS trainings for UNHCR and IPs WASH staff will take place in Middle East (Jordan and Iraq) and Africa (Niger, Rwanda, Burundi, Yemen for the new countries and refreshing: Chad, Cameroon, Djibouti) .
For the trainings, the consultant/organization/company will establish key focal persons to develop the trainings and will employ from either its own staff or from competitively contracted consultants, facilitators with expert WASH backgrounds both with the experience and qualities to be able to facilitate a course at this level.The consultant/organization/company will agree with UNHCR on any further resource people needed to ensure any expert sessions are adequately covered.
Agreements will be discussed by teleconference with the UNHCR representatives before the courses start to go through the courses and agree approaches, session objectives, learning points and learning methodologies and ensure agreement of responsibilities and authorities.
Partners will provide before the courses start, all courses materials for competent facilitators to run the course (course objectives, facilitators' session briefs and guide, presentations, participant handbooks, exercises and case studies).
The partners will handle the travel arrangements for their trainers and staff.
The overall aim of the project is:
To train UNHCR WASH staff and IPs on the use of the WASH monitoring from the collection and analysis of information, use of the tool.
  • For these trainings, partners methodology will be based on the detailed guidelines developed by UNHCR in 2011 on WMS. All training materials have been conceived as a mixture of theoretical sessions and practical activities and would be used as a basis for the trainings.
  • As well as existing material the partner will pick the most suitable trainers among a comprehensive database of technical trainers that have been involved in developing the materials and also training on our courses. These trainers would be used to deliver trainings for UNHCR.
  • All arrangements would be discussed with the relevant UNHCR country representatives before the courses to finalise sessions, materials and agreed responsibilities.
  • The course materials (workbooks, handouts, case studies) will be provided by the partner before the start of the courses.
  • Learning groups would be set up for each training course to allow participants to discuss the day's sessions in smaller groups. There would also be an opportunity to do a daily evaluation, which will allow the trainer to monitor learning within the group and make any changes to the timetable if required.
  • The partner would make travel arrangements for all its staff associated with the training and book any hotel requirements which are outside of the training course period. UNHCR will be responsible for hotel requirements during the training course period.
How to apply:
Consultants/organizations/companies applications shall be delivered not later than November 15th, 2013 and shall include background of the organization, any relevant experience related to the subject, abstract on the proposed methodology, timeframe and estimated cost.
