Background
Within the Department of Human Rights and Communities, and reporting directly to the Director of the Department, the Analysis and Reporting Cell (ARC) is responsible for providing analysis and advice, legal- or policy-related, directly to the Director, to any of the thematic sections of the Department, or other Departments of the OSCE when required, ensuring the exchange of information within the Department, and providing information regarding the activities of the Department of Human Rights and Communities. The cell may also handle separate projects not covered by other sections of the Department.
Tasks and Responsibilities
Under the direct supervision of the Chief of Analysis and Reporting Cell, the Senior Legal Assistant will be responsible for the following tasks:
  • Conduct legal research and analysis on the legal framework in Kosovo, existing or proposed, and provide legal advice to questions arising in the Department's work. Such analysis and advice may be conducted with a view to assessing compliance with human rights and international standards or providing answers to mandate-related questions, general legal questions or other concerns of the Department of Human Rights and Communities. The Senior Legal Assistant will focus on questions of domestic law;
  • Drafting of weekly reports on the activities of the Department of Human Rights and Communities and develop issues arising from these reports;
  • Support the production of thematic reports;
  • Support the work of other Human Rights and Communities sections in providing human rights and legal analysis;
  • Liaison with other divisions or departments within the OSCE concerning the activities of the Department of Human Rights and Communities;
  • Assist in the co-ordination of clearance, translation and release of documents;
  • Performs other duties as required.
Necessary Qualifications
  • Completed Secondary School, supplemented by formal training or studies in law, international law and/or human rights
  • Six years of work experience related to human rights or legal issues including reporting, legal analysis and research
  • Knowledge of different legal systems and public international law, in particular international human rights and humanitarian law. Knowledge of the case law of the European Court of Human Rights desirable
  • Some knowledge of the legal system of former Yugoslavia would be an asset
  • Excellent oral and written communication skills in English, as well as in Albanian and/or Serbian
  • Ability to work with people of different nationalities, religious and cultural backgrounds
  • Computer literate with practical experience in Microsoft packages
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities
  • Valid driving licence
Remuneration Package
Monthly remuneration, subject to social security deductions is 1087.50 Euro/month. Social benefits will include participation in the Vanbreda health insurance scheme and the OSCE Provident Fund.
Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
