Job Purpose:
Lead ADB's communications approaches on social networking. Ensure close monitoring and supervision of social media feeds relevant to ADB messages. Monitor and interpret social media comments and build the capacity of staff on active and maximize social media utilization. Provide analysis and recommendations to support the dissemination of information on select ADB-supported projects/programs. Support the Strategic Communications and Media Relations (SCMR) team leader in the day-to-day work of the team and oversee the management of the team in the absence of the team leader. Serve as communications focal point to assigned departments/offices. Work within general policies, principles and goals, working directly with clients.
Expected Outcomes
Social Media /Networking and Strategic Communications
  • Lead the implementation of ADB's Social Media strategy and ensure all activities related to social media are timely and accurately executed.
  • Oversee the maintenance and update of ADB social media accounts such as Facebook, Twitter, blogs and other platforms.
  • Ensure ADB brand and messages are highlighted and well discussed on social media platforms.
  • Develop and moderate regular discussions on Twitter and Facebook.
  • Ensure up to date and regular information on all ADB major activities are uploaded on social media platforms.
  • Work closely with the Web team, to ensure consistency of messages on other web platforms and social media.
  • Oversee tracking, monitoring, and interpretation of social media comments.
  • Provide analysis and recommendations for the development of communications strategies.
Coordination and Support
  • Coordinate and serve as focal point to assigned departments/offices and advice departments/offices on communications approaches.
  • Manage relationships with international, regional and local media in assigned area(s) and identify media opportunities for Senior Management and other ADB staff.
  • Prepare press releases, statements, key messages, opinion pieces and other materials as required.
  • Represent the Department in various interdepartmental working groups in support of ADB-wide initiatives, particularly on social media and networking, as required.
  • Act as Officer-in-Charge of SCMR team, when needed.
Knowledge Sharing
  • Conduct capacity building programs for ADB staff, especially those in the field offices, on active social media utilization; share relevant knowledge to benefit the broader ADB community.
  • Ensure key knowledge products are widely disseminated through a variety of channels.
  • Contribute to and support the preparation and conduct of related in-house seminars and workshops.
Staff Supervision
  • Supervise a team of communications staff to achieve key ADB objectives in the areas of social networking.
  • Provide leadership and support to reporting staff.
  • Supervise the performance of reporting staff and consultants, providing clear direction and regular monitoring and feedback on performance.
  • Ensure the ongoing learning and development of reporting staff.
Educational Requirements:
Master's Degree, or equivalent, in Communications, Journalism, Marketing, or related fields. University degree in Communications, Journalism, Marketing, or related fields combined with specialized experience in similar organization/s, may be considered in lieu of a Master's degree.
Relevant Experience And Other Requirements:
Work experience
  • At least 10 years' relevant experience within the field in a professional capacity.
Technical knowledge
  • In-depth knowledge and experience of social media, media and corporate communications.
  • Demonstrated utilization of vast social media platforms and knowledgeable in current social networking trends, particularly using digital and web platforms
  • In-depth knowledge and exposure in media relations and other aspects of corporate communications

  • Act as a mentor to team members, providing guidance on the delivery of services
  • Act as a coach to develop capabilities/potential of more junior colleagues
