United Nations Office on Drugs and CrimeReports To: National Programme OfficerWork status (full time / part time): full timeThe UNODC Afghan Opiate Trade Project (AOTP) aims at addressing the need for systematic, comprehensive and consolidated analytical information about the trends in global illicit trade in Afghan opiates to assist the international response in line with the 2009 Political Declaration and the Third Ministerial Conference of the Paris Pact Partners (2012). Research on the global Afghan opiate trade started in September 2008 as a part of the project GLO/U34, Trends Monitoring and Analysis Programme support. The GLO/V20 project has two primary objectives: (1) monitoring and analysis of the illicit trade in Afghan opiates - to assess the nature and trends of Afghan opiate trafficking and analyse its impact; (2) capacity building in research and monitoring of Afghan opiates -- to enhance the capacity of local governments to collect data/information and implement research activities in order to monitor and report on the trafficking of Afghan opiates.
Duties and Responsibilities
Under the overall coordination of the Afghan Opiate Trade Project Manager (HQ/Vienna) and direct supervision of National Programme Officer (ROCA/Uzbekistan) the incumbent will be expected to work very closely with other National Research Officers of the Afghan Opiate Trade project (AOTP) and the Research Liaison Officers of the Paris Pact project (PPI).
The main duties and responsibilities are to be as follows:
  • carry out research in the subject areas related to the Afghan Opiate Trade Project's activities in the region;
  • assists NPO in day-to-day Project activities and its overall implementation process
  • produce analytical and research reports on illicit drug trade in the region, threat assessments on drugs and crime, especially drug related financial flows;
  • contribute to the development and implementation of the legislation on drug law enforcement in the region;
  • provide research capacity building in the countries of the region;
  • collect, review and analyze substantive and statistical information from UNODC, governmental institutions, non-governmental organizations, media reports and other relevant sources; to disseminate this information among the relevant national, regional and international channels;
  • contribute to the preparation and publication of analytical reports in the framework of the Afghan Opiate Trade Project;
  • monitor and contribute to the ongoing development of the Drugs Monitoring Platform by inserting drug-related data and statistics;
  • promote regional cooperation between law enforcement agencies;
  • prepare summaries/presentations on drugs and crime as required by the K23 project coordinator and the Afghan Opiate Trade Project' Manager;
  • perform other duties upon request of the management.

Required Skills and Experience
Academic requirements: Bachelor degree in: Law, International relations, Business Administration, Public administration, Social sciences is required.
Experience: At least three years of experience in research and analysis on the national or international level. Experience in drafting concept notes is an asset. Experience with international organizations is an advantage. Experience in UN system is an asset.Languages: Excellent knowledge of English (oral and written) is required for this position. The candidate should speak/write Russian at a fluent level. Working knowledge of other languages spoken in the region would be an advantage. Computer skills:Excellent knowledge of Microsoft Office (Excel, Word, PowerPoint) is required. Other skills: Knowledge of the region's political, socio-economic and security dynamics pertinent to the field of narcotics drugs and drug-related crime is required. Knowledge of the illicit financial flows and legislations in the West and Central Asia is desired.
