Work status (full time / part time): full timeReports To: National Programme OfficerSince its inception in Paris in 2003, the broad international coalition known as the Paris Pact has evolved into one of the most important frameworks in the fight against opiates originating in Afghanistan. With the Vienna Declaration, the outcome document of the Third Ministerial Conference of the Paris Pact Partners, the partnership adopted a roadmap for strengthened cooperation in four main areas: regional initiatives; financial flows linked to illicit traffic in opiates; preventing the diversion of precursor chemicals; and reducing drug abuse and dependence. Launched on the 10th anniversary of the Initiative, Phase IV of the Paris Pact project builds on the achievements of previous phases and seeks to implement the recommendations of the independent evaluation of Phase III as well as to enhance synergies and increase cooperation with all Paris Pact partners including UNODC. Phase IV of the Paris Pact project continues to drive forward the three well-established components developed over the preceding phases: the Consultative Mechanism, the Research and Liaison Officer (RLO) Network (formerly known as the National Strategic Analysts Network), and the Automated Donor Assistance Mechanism (ADAM).UNODC through the Paris Pact Coordination Unit (PPCU) will continue to act in its capacity as a coordinator in support of the partnership and the realization of it goals. Activities will continue to be supported, promoted and facilitated by the PPCU based in the Vienna UNODC Office and simultaneously through the RLO Network at the field level and with the assistance of the information sharing platform ADAM to successfully link the policy and operational elements of the PPI.
Duties and Responsibilities
The incumbent will work under the overall supervision of the Paris Pact Coordinator, Integrated Programme and Oversight Branch, Division for Operations (HQ/Vienna), and direct supervision the National Programme Officer (ROCA/Uzbekistan).
S/he will be expected to work very closely with others in the network of Research Liaison Officers, other substantive UNODC Programme/Project field staff and under the technical guidance of Programme Management Officer of the Afghan Opiate Trade Project, Statistics and Survey Section, Research and Trends Analysis Branch, Division for Policy Analysis and Public Affairs, to achieve common outcomes.The main duties and responsibilities are to be as follows:
  • establish, liaise and maintain good working relationships at the field level with counterparts at relevant Ministries as well as Government, UN and specialized agencies and international and regional organizations with functions/activities linked to the mandate of the Paris Pact;
  • as the focal point for all Paris Pact related matters, assist in the implementation and monitoring of Paris Pact activities within the respective geographic area of responsibility;
  • support the four thematic pillars of the Vienna Declaration by contributing to the compilation of the Global Annual Report to the Policy Consultative Group;
  • advocating on behalf of all aspects of the Paris Pact Consultative Mechanism including but not limited to supporting relevant expert identification, preparation and follow-up of the Policy Consultative Group Meeting and Expert Working Groups;
  • gather and analyze substantive and statistical information, and disseminate this information to the relevant national, regional and international channels;
  • under the technical guidance of the Afghan Opiate Trade Project (UNODC Vienna), produce analytical products including undertaking data, trends and situation analysis in coordination with the Afghan Opiate Trade Project, Research and Trend Analysis Branch and the relevant UNODC Regional Programmes;
  • support where relevant to the Paris Pact mandate, capacity building, surveys, workshops and other activities spearheaded by UNODC Thematic and Regional Programmes; undertake capacity building support for counterparts to improve global data/information generation and address existing information gaps on drug supply and demand;
  • act as the Automated Donor Assistance Mechanism (ADAM) focal point in the country/region; take the lead in gathering information on technical assistance relevant to the four pillars of the Vienna Declaration and inputting into ADAM;
  • assist in the maintenance of ADAM including data/information accuracy; advocate and promote the use of ADAM to Paris Pact partners and other stakeholders; act as an expert user of ADAM; provide training and guidance to the user community as required/requested;
  • support the ongoing development of the Drugs Monitoring Platform by inputting detailed drug-related data, statistics and other information at the country/regional level;
  • perform monitoring of media on national/regional drug-related developments according to the four pillars of the Vienna Declaration as well as drug related crime; keep abreast of latest drug-related trends and developments and disseminate this information to the Paris Pact Coordination Unit and input relevant open source information into the Drugs Monitoring Platform;
  • compile Quarterly reports for the Paris Pact Coordination Unit and identify areas requiring Vienna-led action and follow-up; produce submissions for the joint Paris Pact/Afghan Opiate Trade Project Newsletter as requested;
  • Perform other duties upon request.

Required Skills and Experience
Academic requirements: University degree in statistics, international relations, the social sciences or other relevant academic disciplines
Experience: Three years of relevant experience in statistical analysis is a strong advantage. Two years' experience in providing data analysis training is required.Languages: Knowledge of English and Russian is essential. Working knowledge of other languages spoken in the region would be an advantage. Computer skills: Good knowledge of computer programmes and advanced skills in database management are necessary. Knowledge of GIS systems is strong asset.Other skills: Knowledge of the region's political, socio-economic and cultural dynamics is required.
