Background Information -South Sudan
South Sudan
The UNOPS South Sudan office helps a wide range of local and international partners improve the lives of the South Sudanese people by implementing infrastructure and procurement projects. All UNOPS operations have an increasing emphasis on developing national capacities and considering gender, environmental and community concerns. UNOPS is working in a range of sectors in South Sudan including: transport, education, health, post-conflict stabilization and emergency response. Background Information - Job-specificBased in Juba, the Programme Sustainability Officer shall work in the SSOC Programme Management Office(PMO) and report directly to the SSOC Programme Coordinator. The ProgrammeSustainability Officer's will support the PMO by fulfilling roles and dutiesrelated to Results Based Planning and Quality Control in SSOC's programmes andprojects. In SSOC's matrix structure, the Programme Sustainability Officershall be assigned to and funded by a programme or programmes while retaining his/herdirect reporting line to the Project Coordinator. Functional Responsibilities
Specifically, the Programme Sustainability Officer will be responsible for, but not limited to, the following functions and responsibilities:
Results Based Planning
- Planning cross-cutting (e.g. community participation, gender, vulnerable groups, HIV/AIDS) plans and activities for infrastructure projects in order to maximize ecomomic/environmental/social benefits related to the projects and to adhere to existing donor contractual obligations regarding cross-cutting issues (DFID, USAID, etc)
- Provide induction and training for project engineers and contractors on cross-cutting sustainabilty activities and responsibilities
- Review, collate and summarize data on cross-cutting activities received from the field for progress reporting
- Undertake periodic field missions to assess progress in implementing cross-cutting activities and provide additional training as required
Quality Control
- Contribute to the formation of SSOC's Quality Strategy with a focus on document quality
- Review and edit programme and project documents (e.g. reports, proposals, project briefs) to ensure quality and compliance with SSOC document templates and the SSOC's Quality Strategy
The Programme Sustainability Officer shall also conduct any other duties required.
Monitoring and Progress Controls
- Implement donor contractual requirements regarding cross-cutting issues
- Provide guidelines on document quality expectations for the SSOC Quality Strategy
Final Product
- The Programme Sustainability Officer has supported the PMO in implementing recommended project/programme management practices in SSOC. He/she has played a critical role in the implementation of crosscutting issues in the programme(s)/projects and in developing guidelines on how to meet document quality expectations. These efforts are important for developing SSOC as the provider of choice, for donors and government, while meeting the organization's performance and delivery goals.
Competencies
- Ability to work in a matrix structure;
- Strong skills in facilitation management, team leadership, planning, and problem solving;
- Must have excellent written and analytical skills including delivering presentations and other analysis techniques;
- Knowledge of the UN system and familiarity with UN and UNOPS procedures;
- Excellent knowledge of Microsoft Office software;
- Strong organizational skills, with experience with project management tools and methodologies;
- Excellent oral, written, and structured presentation skills with the ability to address senior management, business and technical audiences;
- Strong contract formation and negotiation skills;
- Ability to multi-task and prioritize work schedules;
- Fluency in both written and oral English is required;
- Knowledge of other official UN languages is an advantage.
Education
- Master's degree in Social Sciences, Project Management, Public Administration, Development Studies, or related field. ( Additional years of relevant work experience in combination with a relevant bachelor degree, may substitute for the requirement for a Master's degree);
- Certification in Prince2, Managing Successful Programmes or other internationally recognized project or programme management methodology is desirable.
Experience
- Minimum 5 years work experience in programme/project management roles;
- Field based experience and demonstrated delivery of projects in post-conflict situations is an advantage;
- Experience with report writing, proposal drafting and monitoring and evaluation is required;
- Experience in UNOPS considered an asset;
- Previous experience with infrastructure sector programmes is an advantage;
- Experience in working in South Sudan an advantage.
LanguagesThe candidate must be thoroughly proficient in written and spoken English. Certifications
- Certification in Prince2, Managing Successful Programmes or other internationally recognized project or programme management methodology is desirable.
Contract type, level and duration Contract type: International Individual Contractor Agreement; Contract level: IICA-2 Contract duration: One year with possibility of renewal based on satisfactory performance and availability of funding.
