Background
Under the guidance and direct supervision of the Climate Resilient Green Growth Team Leader, the Programme Analyst is responsible for the management of UNDP Energy and Low Carbon development portfolio that supports the implementation of the Climate Resilient Green Economy strategy in Ethiopia. The Programme Analyst will analyze political, social and economic trends and lead in the formulation, management and evaluation of programme activities within his/her portfolio as well as provide strategic program and policy advisory services to government and other stakeholders.
The Programme Analyst supervises and leads programme support staff and coordinates activities of the projects’ staff under this portfolio. The Programme Analyst works in close collaboration with the operations and programme staff and other UN Agencies, UNDP HQs staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society organizations to ensure successful implementation of UNDP programs.

Duties and Responsibilities
Summary of Key Functions:
- Implementation of UNDP’s energy and low carbon development programmes, projects and strategies.
- Management of the country office energy and low carbon development programme and projects
- Creation and sustenance of strategic partnerships and implementation of the resource mobilization strategy
- Provision of top quality policy advice and technical support to the Government and facilitation of knowledge building and management
1. Ensures the implementation of UNDP programme strategies focusing on achievement of the following results:
- To identify areas for support and interventions within the area of sustainable development, with focus on energy and low carbon development;
- To champion energy, carbon reduction and low carbon initiatives and support the CO projects to access resources and share good practice;
- To lead the CO initiatives in promoting carbon reduction and low carbon management initiatives;
- Support to Head of Cluster in coordinating and monitoring implementation of UNDAF (2010-2015) Outcome on environment and sustainable development in partnership with other UN Agencies.
- Effective application of RBM tools, establishment of management targets (BSC) and monitoring achievement of results;
- Design and formulation of CO programme within the area of responsibility, translating UNDP’s priorities into local interventions. Coordination of programme implementation with the executing agencies. Introduction of performance indicators/ success criteria, cost recovery, targets and milestones;
- Initiation of a project, presentation of the project to appraisal committee, entering project into Atlas; finalization of contribution agreement; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review. Programme Analyst can perform functions of Manager Level 1 in Atlas for POs and vouchers approval, participates in recruitment processes for projects;
- To develop and implement a robust monitoring and evaluation system for the project that meets the requirements of the CO, partners and donors;
- Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions. Participation in audit of NEX projects;
- Aggregate reports are regularly prepared on activities, outputs and outcomes. Preparation of donor reports.
- Development of partnerships with the UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society in the specific thematic areas based on strategic goals of UNDP, country needs and donors’ priorities;
- Secure funding to support low carbon management initiatives and for activities and events that promote and support low carbon management;
- Develop close working relationships with partner organizations and ensure their close engagement with and commitment to low carbon development initiatives;
- Organize meetings, seminars, training and public events to support information exchange and encourage low carbon activities within and across different sectors;
- Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization.
- Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learnt directly linked to programme country policy goals;
- Spearheading the provision of policy advisory services on energy and low carbon management;
- Support the development of energy and low carbon development policy and strategy;
- Support to development of policies and institutions that will address the country problems and needs in collaboration with the Government and other strategic partners;
- Participate in local, regional and national networks and events related to carbon management;
- Sound contributions to knowledge networks and communities of practice;
- Support communications strategy to publicize the initiatives to a wide audience;
- Organization of trainings for the operations/ projects staff on programme issues.

Required Skills and Experience
Education:
- Master’s Degree or equivalent in energy/environmental management, economics, international development, political science and/or subjects relevant to energy and promotion of partnerships in energy/environmental management.
- A minimum of 2 years of relevant experience at the national or international level in providing management advisory services
- Hands-on experience in design, monitoring and evaluation of development programmes and projects.
- Relevant professional experience in low carbon development such as Clean Development Mechanism (CDM) and climate financing
- Understand the national development context in relation to energy and low carbon development.
- Experience in the usage of computers and office software packages, experience in handling of web based management systems.
- Fluency in the UN and national language of the duty station.
