Background
The XII five Year Plan of the government highlights that one of the primary reasons regarding the relative lack of success of Plan programmes is that these are designed in a top down manner and do not effectively articulate the needs and aspirations of the local people especially the most vulnerable. It recognizes that since 2004, there has been massive transfer of funds to the PRIs. However, institutionally, the PRIs remain weak and they do not have the capacity to plan or implement programmes effectively. In order to overcome the challenges, the Twelfth Plan has proposed about ten-fold increase in funding allocation for strengthening of PRIs through a new scheme called the Rajiv Gandhi Panchayat Sashaktikaran Abhiyan (RGPSA).
The Ministry of Panchayati Raj (MOPR) and UNDP project “Strengthening Panchayati Raj Institutions” (2013-2017) aims at strengthening the implementation of RGPSA. It also focusses on providing institutional mechanism for strengthening the capacities for conducting effective gram sabhas.
This will be done through strengthening the National Project Monitoring Unit  of RGPSA with services of technical experts on key thematic areas identified by the Ministry of Panchayati Raj. A network of national resource institutions will provide advisory services and institutional development support to MoPR on themes identified. This network will also support strengthening of Panchayat Resource Centres, the District Resource Centres and Mobilisers.
The Project Manager and Technical Officer will provide advisory support on institutional development as well as coordinate all activities under the project.  S/he will work under the direct supervision of the National Project Director (NPD) and Programme Analyst, UNDP.
Under the guidance and direct supervision of National Project Director and Programme Analyst, UNDP, the Project Manager, and Technical Officer has the responsibility for the tasks elaborated below:
Duties and Responsibilities
The Project Manager, and Technical Officer Institutional Development will be responsible the thematic area of institutional development and for the overall management of the MoPR – UNDP project, and towards the successful delivery of the expected outputs under the project.
This post will be located in the Ministry of Panchayati Raj. The incumbent will work under the direct supervision and guidance of the National Project Director and Programme Analyst, UNDP. The Project Manager and Technical Officer will be responsible for managing the project activities as per the approved Work Plan.
The underlying goal of RGPSA is to ‘strengthen the PRI and address critical gaps that constrain it’.  Panchayati Raj system as a whole cannot function effectively in the absence of technical or administrative capacities to deliver. The Technical Officer, Institutional Development will have the overall responsibility of supporting MoPR, State Governments, Panchayats and State and District Resource Centres etc., in supporting Panchayats in functioning in a democratic  and accountable manner identifying and designing programmes to build capacities of Panchayats and related institutions across all identified themes.  
The Project Manager and Technical Officer, Institutional Development will provide:
Technical Assistance and Support to MoPR 
  • Provide advisory services to MoPR and states on development of training institutions;
  • Collaborate with government and research institutions, NGOs and experts to institutionalize effective CB&T programmes;
  • Ensure facilitation of knowledge building and knowledge sharing in the area of Panchayati Raj;
  • Actively coordinate with the Project implementing agencies, other responsible parties and contracted institutions, monitor their activities, and collate feedback on progress in implementation. S/he will also be responsible for flagging any potential risks and suggest its mitigation measures;
  • Develop a good documentation strategy, and maintain a database of relevant material produced by different civil society groups, governments and UN agencies;
  • Prepare guidance notes for State Departments of Panchayati Raj, Panchayat Resource Centres and District Resource Centres.
Assist State Governments:
  • Provide advisory services on matters pertaining to strengthening institutional capacities to State Governments;
  • Assist and support State Governments whenever requested on the relevant theme;
  • Undertake field visits to track progress made in implementation of the project as well as and take corrective action as required;
  • Provide technical assistance to State Governments on programme development and knowledge sharing.
Developing Knowledge  Material:
  • Ensure that knowledge products prepared are of high quality and are disseminated and used by the relevant institutions and stakeholders;
  • Identify and collate national and international best practices and material that can be adapted by the States;
  • Conduct research studies, develop fact sheets and awareness generation material.
Identifying and Collaborating with Institutions/Experts with Thematic Specializations:
  • Identify and build network of resource institutions/experts/NGOs at the national level and in specific states on thematic specializations to strengthen the capacity building efforts;
  • Develop a data base of institutions/experts/organisations and collaborate with them in making research material, design and conduct trainings;
  • Bring in international knowledge/experts.
Programme Management Functions:
  • In consultation with the NPD and the Programme Analyst, take lead in planning, coordinating and monitoring the activities of the project;
  • In consultation with the NPD and the Programme Analyst, develop Annual Work Plan and implement it.
  • Ensure preparation of periodical progress reports (quarterly and annual reports), review quality and consistency of internal reports;
  • Ensure receipt of quarterly progress reports and quarterly financial reports from all project sites, check for slippage against work plan and take corrective action;
  • Ensure effective financial management and reporting as per the UNDP financial guidelines;
  • Ensure financial delivery of the project as per the AWP;
  • Ensure that regular Project Steering meetings are held;
  • Participate in meetings and discussions related to project implementation, monitoring and follow-up;
  • Any other responsibility assigned by the NPD and Programme Analyst, UNDP

Required Skills and Experience
Education:
  • Essential to have Master’s Degree in Social Sciences.
Experience:
  • Minimum 7 years of relevant professional experience in the field of institutional development, capacity building , project design, project monitoring, research, reporting and documentation;
  • Experience in managing big projects, handling partnerships including funding;
  • Good understanding of issues pertaining to Panchayati Raj Institutions as well as training institutions.
  • Understanding of Human Resource issues;
  • Ideally should have worked and engaged extensively in institutional development;
  • Experience in the usage of computers and office software packages (MS Word, Excel, Power Point etc.);
  • Good communication, interpersonal and presentation skills, with an ability to work in a multi-cultural environment;
  • Previous work experience with government agencies is desirable;
  • Ability to work independently and under pressure.
Language:
  • Proficiency in spoken and written English. A good command over Hindi is a must.
