Background
Introduction:
The Iraq NHDR 2013 is programmed for launch in November/December 2013. One of the main outputs of the NHDR project is a Communication Strategy that will help advocate the report preparation process, facilitate participation, especially of Youth, and promote the report findings after the launch.To implement the Communications Strategy, an international consultant is required to prepare the strategy and to train national youth and media experts to participate in the implementation of strategy. This is in line with the NHDR project document and Annual Work Plan 2013.Background:UNDP, as the lead agency in recovery and development, has been entrusted by UN System globally with the essential task of supporting national monitoring and reporting on human development.The National Human Development Report (NHDR) is an independent report that has been used as one of the main dynamic advocacy tools for UNDP for advancing the human development conceptual framework and in applying it to the current most pressing development challenges. In partnership and agreement with the Ministry of Planning, UNDP has signed a Letter of Agreement with Baytal Hikma, an Iraqi think tank, to recruit an independent team of Iraqi intellectuals to prepare a solid analysis, report and recommendation to enhance the national progress on the selected theme: Youth. The report is planned to be launched end of November / early December 2013.The principal objective of the report is contribute to national consensus building and policy formulation with in-depth focused perspectives and analysis on national circumstances and strategies for advancing Youth development in order to mobilize various sectors of society. To fully achieve this, the NHDR must not only present well-written and substantive information. Equally important are the actions taken once the report is published, through strategies that encompass sustained outreach campaigns as well as materials and events tailored for different audiences. While it is rare for a single document to produce direct policy changes, which are more likely to emerge through sustained advocacy over time, the right steps must be taken to translate the messages of the reports into concrete progress, keeping in mind that the ultimate goal is poverty reduction and inclusive growth and economic development resulting in ore justice and equality, as well as the expansion of human freedoms and participation.In this context, the formulation of a comprehensive Advocacy and Communications Strategy on NHDR will contribute to ensuring more consistency in the related messages and activities in Iraq. The NHDR Advocacy and Follow-up Stage includes working with communication and media experts for developing outreach and dissemination strategy for NHDR, along with tools to assess and monitor the impact of NHDR. The Action Plan of the Strategy should include various communications and awareness interventions to facilitate the mobilization of financial contributions from the UN Agencies and other donors. The Communications Strategy will aim to create awareness around the NHDRs processes, as a valuable tools and platform for programme and policy development, and promote debate on the NHDRs at the local level. The operationlization of this strategy will be coordinated by the UNDP NHDR team with the Ministry of Planning, BaytalHikma, national media agencies and actors, and Youth CSOs.
Duties and Responsibilities
Objective and Scope of Work:
  • Develop an outreach and dissemination media campaign strategy/publicity & operational plan on Advocacy and Communications on Iraq NHDR 2013;
  • Generate action on critical human development concerns from key messages;
  • Ensure NHDR findings influence UNDP, UN and other donor programming and suggest the means to stimulate debate and share resources in internet networks;
  • Advise on the identification of stakeholders to be involved and/or targeted by the strategy in addition to sustainability.
  • Recommend programmatic approaches to achieve the goals of the strategy (especially in the area of linkages and relations to other government institutions, Ministry of Information, media, and civil society);
  • Develop and outline criteria for maximizing and measuring/assessing impacts the of the Iraq NHDR 2013 messages;
  • Plan the preparation of policy advocacy and information campaign throughout year (press kits, booklets and newspaper features/articles etc) and communication/promotional materials for NHDR 2013 and provide suggestions on the contents of website;
  • Provide guidance and specific recommendations on how the project team and UNDP can improve performance (both substantive and management) for future projects in support of NHDRs;
  • Train a group of Iraqi youth and media experts in NHDR communications and advocacy.
Deliverables and Expected outputs:
  • Training workshop in Baghdad on NHDR Communications for 13 governorates (50 participants);
  • Training workshop in Erbil on NHDR Communications for 5 governorates (20 participants);
  • Iraq NHDR 2013 Communications Strategy Report;
  • Iraq NHDR 2013 Media Kit and Press Release.
While UNDP will be responsible for the logistic costs of the participants. The Consultant Under the direct supervision of the requesting unit is requested to produce for the following deliverables:
  • Draft and complete the NHDR 2013 Communications Strategy;
  • Conduct the Training Workshop in NHDR Communications for Iraqi participants from 5 governorates;
  • Conduct the Training Workshop in NHDR Communications for Iraqi participants from 10 governorates;
  • Launch and Follow-up of the NHDR report.
Key Performance Indicators during implementation of Services:
  • Quality of training in Amman/Erbil workshops;
  • Coverage of Communications Strategy report of the following;
  • Detailed dissemination strategy with recommended outlets and media for reaching the publics and audiences identified;
  • Proposals, in outline, of the types of educational and informational materials suggested for use as part of the communication strategy;
  • An implementation plan, including a detailed resource list and estimated budget;
  • A Gantt chart timetabling the roll-out of the strategy;
  • A draft evaluation instrument for measuring the achievement of the goals and targets of the strategy;
  • Submission of deliverables within the dates set in the table in item 5 of the procurement notice.

Required Skills and Experience
Education:
  • Master's Degree in Information and Communication Sciences.
Work Experience:
  • Minimum 10 years of work experience in the field of international development, with a focus on social policy and development, and, contribution to at least three HDRs;
  • Practical experience in coordinating development projects of a similar nature, such as policy research studies or consultancy reports;
  • Excellent knowledge in English and Arabic as well as computer/information systems skills.
Language:
  • Fluency (Native) in English both written and oral (advanced Level);
  • Fluency in Arabic, both written and spoken (advanced Level);
  • A language assessment will be conducted [if needed] for the purpose of verifying influence in English.
Skills:
  • A strong understanding and experience in human development issues;
  • Wide contact and knowledge with the media and public relations; networking, and organizational skills;
  • Knowledge of communications approaches for planning, executing, and monitoring communications strategies and knowledge of the preparation of website;
  • Work experience in in the Arab region and familiarity with the situation in Iraq's political, socio-economic, government and research – would be an asset;
  • Must be creative and resourceful.

Financial proposal:The financial proposal will specify a total lump sum amount and payment terms around specific and measurable (qualitative and quantitative) deliverables.
