OVERVIEW OF THE FUNCTIONS OF THE POST
I. Background
The United Nations Educational, Scientific and Cultural Organization (UNESCO) is seeking applications from Nationals of Zambia for a Programme Officer for In school implementation and Monitoring and Evaluation (&M&E) position in Zambia.
II. Duties and requirements
Under the overall authority of the Assistant-Director General for Education, the authority of the Director of the UNESCO Harare, and direct the supervision of Project Officer For HIV, in close collaboration with the Section of HIV and Health Education (HIV) of the Education Sector, The incumbent will be responsible for supporting the National Program Officer for HIV in strengthening comprehensive sexuality education programs for young people in school settings in Zambia as follows:
  • Support the implementation of Comprehensive Sexuality Education (CSE) teaching and learning materials at the school-level through building the capacity of in-service teachers, mentorship and support supervision;
  • Provide guidance to in-service teachers towards the formulation & implementation of school based guidelines (including codes of conduct) responding effectively & expeditiously to reports of gender based violence;
  • Engage all partners both at the national, district and school based levels towards the development of a project results based monitoring and evaluation framework and practices for CSE implementation within the selected project schools;
  • Coordinate the process of conducting the project baseline survey, midterm and terminal evaluations in selected districts within the targeted provinces using both quantitative and qualitative methods of data collection and ensure timely submission of M&E reports to inform programming;
  • Support the integration and utilization of HIV sensitive indicators within EMIS through development of research & evaluation around SRH for young people aged 10 – 24 years to enhance the evidence base for planning and implementation of HIV and CSE programmes;
  • Support schools to strengthening linkages with SRH service providers, parents/guardians and other community leaders to ensure promotion and access of equitable and youth friendly and gender sensitive SRH services for young people;
  • Coordinate the process of documenting best practices of promising CSE/SRH interventions and programs at the school level in Zambia to inform key areas of CSE mainstreaming with the education sector and other countries in the ESA region.
  • Participate in appropriate country based forums and inter-agency meetings and thematic groupings as required with particular attention comprehensive sexuality education, young key affected populations, gender and, gender-based violence. Ensure timely submission of all narrative and financial reporting on elements related to the project as appropriate.
REQUIRED QUALIFICATIONS EDUCATION
  • Advanced university degree (equivalent to Masters) in a relevant field, especially education, social sciences or public health
WORK EXPERIENCE
  • At least two years of relevant work experience, including in HIV and AIDS programming.
  • Experience in education and resource mobilization would be an advantage.
SKILLS/COMPETENCIES
  • Strong experience and understanding of the country and a clear understanding of development work and of the education sector;
  • Extensive professional knowledge and experience on HIV and AIDS Significant technical expertise and experience in UNESCO's key leadership and main partner responsibilities within the UNAIDS division of labour and familiarity with UNAIDS would be an asset;
  • High level of technical writing skills on issues related to education and HIV and AIDS;
  • A track record in resource mobilization and ability to manage budgets and report on implementation Excellent organizational, networking and partnership building skills, tact and discretion;
  • Training experience and a strong capacity in communications Experience in monitoring and evaluation; Strong strategic and analytical skills;
LANGUAGES
Fluency (oral and written) in English. Fluency in other local languages would be an added advantage
