I. POSITION INFORMATION
Position title: Mobile Clinic Laboratory Technician
Duty station: Myawaddy Township, Kayin State, Myanmar
Organizational unit: Programme Unit Reporting directly to: Mobile Clinic Team Leader
II. ORGANIZATIONAL CONTEXT AND SCOPE
Within the context of promoting safer migration, IOM's Eastern Myanmar Health Programme comprises several projects that extend the reach of government health systems to locations which host internal migrants and are also transit, source, and return communities for international migrants. IOM's programme involves close partnership with government counterparts and builds capacity of partners and migrant hosting communities for health promotion, diagnostics, referral, treatment, and for extension of service delivery to vulnerable groups. The comprehensive package addresses key health challenges faced by migrants, including maternal and child health, tuberculosis, HIV/AIDS, malaria, and in some locations primary care. The overall objective of the project is to assist migrants and mobility-affected communities of the Kayin State in developing their own mechanisms to reduce their health vulnerabilities, in particular with regards to malaria, and to set-up and manage networks to facilitate their access to diagnosis, treatment and/or care and support. In the absence of local NGO, INGO and other stakeholders, IOM will set-up mobile malaria clinics, mechanisms to improve malaria prevention, case detection and treatment. Under the direct supervision of the IOM Mobile Clinic Team Leader, with technical support from IOM Laboratory Manager, the mobile clinic laboratory technician will be responsible for the client-centred implementation mobile activities related to the prevention, treatment/care and support.
III. RESPONSIBILITIES AND ACCOUNTABILITIES 1) Malaria diagnosis, treatment and care
  • Properly register all patients in patient register book.
  • Perform finger prick, smear the blood slides systematically, and stain with Giemsa per guidelines.
  • Read the stained blood slides under microscopy for malaria parasites.
  • Properly record all the test results in patient register book.
  • Identify any emergence of outbreaks or disease resistance and report to supervisors.
  • Clean the laboratory room and lab equipment accordingly
2) Assisting the mobile clinic staffs
  • Assist the mobile clinic team leader in organizing the work-schedule for the IOM mobile clinic staff based on a duty roster and according to the needs of the programme
  • Replacing the responsible laboratory technician/microscopists in their specific tasks in their absence.
3) Monitoring of the laboratory material stock in IOM mobile units
  • Prepare monthly stock requests, record commodity and drug consumption daily on the stock cards, immediately inform supervisors of any commodity at least six months prior to expiry and ensure proper storage.
4) Malaria microscopy training
  • Assisting the laboratory manager in training/retraining of malaria microscopy in collaboration with National Malaria Control Programme.
5) Reporting of mobile clinic data
  • Assisting the mobile clinic team leader in compiling mobile clinic quantitative data from IOM mobile units collected monthly.
6) Adapting or implementing new laboratory activities according to the evolution of the project by
  • Matching up the laboratory staff with the laboratory objectives and workload
  • Adapting or implementing new laboratory activities according to the development of the programmes, and making recommendations for improvements
  • Improving the quality of diagnosis of the laboratory by implementing useful tests for the doctors according to the objectives of the action plan
7) Representative of the laboratory subject of IOM to the other partners
  • To represent the laboratory team in external meetings on request
  • To share knowledge and experience with other IOM projects/other agencies in Myanmar </>ul8) Public relations and communication
  • Ensure that the mobile clinic laboratory activities are capturing human interest stories, photographs, and other promotional material highlighting effective partnerships, technical competence, compassion, and 'IOM in action'.
9) Perform any other duties that may be assigned by supervisor.

V. EDUCATION AND EXPERIENCE
  • Myanmar national and laboratory technician (Grade II)
  • Direct experience on microscopic training on malaria
  • One or two years working experience with non-governmental or community-based organization preferable.
VI. LANGUAGES Required
  • Good knowledge of spoken and written English. Advantageous
  • Able to speak local languages would be considered an advantage.
