TERMS OF REFERENCE
I. POSITION INFORMATION
Position titl: Maternal, Newborn and Child Health Promoter
Duty station: Mawlamyinegyun Township, Ayeyarwady Region
II. ORGANIZATIONAL CONTEXT AND SCOPE
Under the overall supervision of Head of Sub-office and the direct supervision of the Township Health Supervisor, and with guidance from health colleagues in Yangon, the Mobile Maternal, Newborn and Child Health Promoter is responsible for the effective and client centred management and implementation of maternal, newborn and child health at community level in Mawlamyinegyun Township.
III. RESPONSIBILITIES AND ACCOUNTABILITIES
- Assist the design and implementation of appropriate courses and training materials for IYCF (Infant, Young Child feeding), 4 cleans, Community based management of Upper Respiratory Tract Infection, EPI, homemade ORS training for BHS and VHW in collaboration with the trainers (DoH and BCC consultants from IOM).
- In collaboration with BHS and VHW to support and involve in growth monitoring and promotion (GMP) including community surveillance with MUAC, weight for age, weight for height, individual and community support for GMP enhancing newborn and infant care strategies, such as exclusive breastfeeding, kangaroo care, appropriate complementary feeding, and empowering mother.
- Assist and participate in Township and village level growth monitoring and promotion activities of BHS such as Vitamin A supplementation activities, Iron supplementation activities, mass de-worming activities, etc.
- Facilitate the establishment of food banks at village level and in health facilities, in cooperation and collaboration with BHS, VHC and VHW.
- Take responsibility in delivering equipment such as MUAC tapes, weighing machines to BHS and VHW and maintain delivery records as well as reports for internal screening and activities.
- Participate and monitor community level Growth Monitoring and Promotion of key health messages through outreach and awareness sessions, community health workers and reporting the number of participants and outcomes accordingly.
- Empower and regular contact with mother, informing them of their child's growth, and acting as an entry point for counseling and negotiation on behavior change to promote growth and contribute to the prevention of chronic undernutrition.
- Active participation in monthly meetings with community representatives, local authority, BHS, and VHW at different level.
- Facilitate and provide inputs on maintaining the feedback mechanisms remain strong at the local level, ensuring that the needs and issues of the community in relation to this project are prioritized and addressed.
- Collect monthly food bank data from BHS, and regular monthly reports from VHW at RHC meetings.
- Report and identify other needs of the programme in a timely manner.
- Facilitate the community involvement and mobilization with the VHW, VHC, VTHC and BHS on the village health matters especially MCH programme growth monitoring and promotion related things for further sustainability such as population-wide promotion of a healthy diet and appropriate cooking methods.
- Capture photos showing 'IOM or 3MDG in action' and elicit beneficiary testimonies after gaining informed consent.

V. EDUCATION AND EXPERIENCE
- Myanmar national, must have a client-oriented and result-orientated mindset, and uphold the programme values of caring, innovating, partnering, demonstrating competence and working for positive change.
- University degree in Nursing or related health background and minimum of 2 years experience in working with community based health programs with an INGO (preferably in knowledge of Growth Monitoring and Promotion).
- Skills and experience in areas of community mobilization, community empowerment, coordination, training and capacity building.
- Ability to undertake frequent travel out of Mawlamyinegyun town to villages.
- Ability to live and work under difficult conditions.
VI. LANGUAGES Required
- Good knowledge of spoken and written English.
