Description
Job Vacancy Position: Agronomist/Market Analysis Environment Expert (Short Term Collaboration) Possible Duty Station: 1 Post for Yangon Duration of Assignment: 6 Weeks.
CESVI is a non religious, nonprofit International NGO delivering humanitarian and development work in Livelihood, Food Security, Agriculture, Water and Sanitation, Solid Waste Management, Health and Community Development in Mandalay Region, Magway Region, Sagaing Region, Yang on Region, Kachin State and Northern Shan State. Work context: The project "Environmental protection and sustainable development: building local capacities on solid waste management in Myanmar Yangon" is co-implemented by Yangon City Development Committee - Pollution Control an Cleansing Department [PCCD], The City of Turin [CdT], ITHACA and CESVI. The three-year project started in March 2013 and entered the implementation phase in June 2013. The project explores innovative ways to improve the quality of solid waste management in Yangon and integrate principles of environmental protection into existing policies and practices. Through working with the project partners, local communities and other stakeholders, the project aims at: 1. strengthening the institutional and technical capacity of local authorities; 2. developing an information system for solid waste management; and 3. increasing community awareness of best practices in solid waste management. The project targets three townships of Yangon: Tarmwe, Thingangyun and Hlaing Hta Yar. The collaboration is part of the third component of the project and includes collecting, analyzing and presenting the relevant information that the project team has to take in account in the preparation of a pilot project for the production of compost with urban markets wet waste. The collaboration is meant to delivery a feasibility study to provide advice and guidance on: 1. understanding if the composition of the green waste from the identified sources is suitable for the production of organic green compost and what quantity is necessary for the regular production; 2. setting up a pilot project and later on, the regular production, considering all the related technical, economical, market and environment aspects; 3. best practices to promote proper segregation of dry and wet waste at HH level and in markets.
Background: The guiding idea of the feasibility study is to (1) involve community groups in the production of green compost, to be sold with support of the project partners; (2) involve community groups in the proper separation of green waste, to be used to produce compost. However, other options would also be considered. Green waste is one of the few waste products with no treatment in Yangon. Compost shops interviewed were positive on the possibility of acquiring compost by the project, as were companies with mixed compost fertilizers. Nonetheless, the feasibility of such ideas shall be further explored and ideas are reported mainly for exemplification sake. In case no option would appear viable in the conducted value chain study, the project team could promote the development of small compost production units inside schools. In this case, despite the income generated might not be relevant, the activity would at least reinforce the awareness of the children. The pilot groups to-be-formed are then trained by a trainer expert on the topic, contracted ad hoc, who is also responsible of the initial monitoring and technical support of the groups. Partners' staff at township level may also take part to the training and further facilitate the monitoring. They are supposed to be the main actors in the support of the community groups for the achievement of the common objectives. Training is conceived as very practical, based on the learning by doing techniques, and supported by simple handbooks summarizing principles and methods of proper implementation, such as proper attention for health and hygiene. The project provides to the working groups also the equipment and tools necessary for the start up of the activities. Rationale: Value chain and market analysis on compost The analysis is necessary to orient the pilot initiatives foreseen in the project, especially towards their financial sustainability, on the basis of the interests and needs of the target groups and the project partners. Presently, no comprehensive data are accessible on feasibility and profitability of compost production initiatives on a small scale in Yangon. The analysis will also contribute to feed the development of topics to be dealt by the awareness campaigns. The analysis is developed through the following activities: 1. Participatory workshops with the project partners to orient and analyze the study. The outcome of the orientation workshop, already conducted, is reflected in the Terms of Reference of this collaboration; 2. Development of the value chain and market analysis of the compost production according to the following criteria with the feasibility study:
- Involve vulnerable people in the implementation of pilot activities generating income;
- Improve working conditions of people involved in waste segregation;
- Increase awareness of population through implementation of demonstrative activities;
- Low hardware/equipment investment and maintenance requirements;
- Short term time for start up;
- Highest income generation opportunities – market demand;
- Coherence with SWM strategy of the project partners and the project objectives and procedures;
- Potential and interest of replicability. 3. Development of a workplan for the establishment of the pilot projects based on the results of the analysis through a participatory workshop with the project partners. Objective of the feasibility study: The value chain and market analysis of the green compost production, conducted by the collaborator, will define and articulate: 1. The green compost production process analysis; 2. The stakeholders analysis; 3. The economic analysis of the green compost production; 4. The market analysis; 5. The environmental impact analysis.
