Established in 1959, the Inter-American Development Bank (IDB) is today the main source of multilateral financing for economic, social and institutional development in Latin America and the Caribbean. It provides loans, grants, guarantees, policy advice and technical assistance to the public and private sectors of its borrowing member countries.
The Inter-American Institute for Economic and Social Development (INDES), within the Bank's Knowledge and Learning Sector (KNL), develops and implements capacity building programs for Bank staff and partner institutions in borrowing member countries. INDES collaborates with the Bank's organizational units to design workshops, face-to-face courses, e-learning programs, open educational resources, and self-learning tools, among other knowledge and training products.
A priority of INDES is to collaborate with the operational divisions of the Bank providing training programs for individuals and teams working in institutions in the region, with particular emphasis on innovative areas with high potential for originating operations and disseminating knowledge prepared by the Bank. This activity seeks to strengthen the institutional capacity of these organizations, by providing different communities of users with state of the art knowledge content about development issues, as well as by building their capacity for decision-making, policy implementation, and project and program management.
INDES is offering an opportunity for qualified candidates to apply for the position of Capacity Building Specialist (Learning and Knowledge Management Specialist).
KEY RESPONSIBILITIES
Develop and implement programs that build capacities through training, outreach tools and other knowledge services to key stakeholders in Latin America and the Caribbean. The main responsibilities of the position are:
  • Provide high quality subject matter expertise in the conceptualization, preparation, and implementation of learning programs.
  • Participates and/or assists in institutional analysis and studies, at both national and sub-national levels.
  • Support, through training needs assessment and stakeholder's engagement, the development and implementation of national and subnational capacity building strategies.
  • Build and maintain external networks to access and expand knowledge relevant to the Bank's current and future business plans.
  • Advise on and manage training delivery through diverse and appropriate learning technologies; promote partnerships to implement online learning programs.
  • Develop training materials adapting the Bank's research to the working needs of managers and staff in different institutions.
  • Contributes to the development of new learning tools and methodologies with the support of more experienced staff.
  • Act as knowledge and learning liaison to one or more organizational units of the Bank, aligning work with client needs and development impact.
  • May provide supervisory support and advisory to others, as required.
Qualifications
  • Education : Master's degree in Public Administration, Business Administration, Local Administration or other development-related disciplines. (Certification in Regional Development or PhD would be an asset).
  • Experience: Minimum 7 years of relevant experience in public and/or private sector, with at least 2 years of international experience. Online and/or face to face instructional design experience. Field experience in Latin American and/or Caribbean countries implementing capacity building programs for national or subnational governments is a plus, as is experience in program evaluation and capacity needs assessment.
  • Technical/Functional expertise: Knowledge of training and capacity building concepts and approaches, and adult learning principles, and their applications to development issues in at least one of the Bank's sector content areas (Infrastructure, Social Programs, Institutional Capacity and Finance, and/or Regional Integration).
Experience using technology as a medium for capacity building and knowledge sharing; high level of comfort using Microsoft Office programs and Web 2.0 tools.
  • Languages: Written and spoken command of English and Spanish. Working knowledge of a third of the Bank's official languages (either French or Portuguese) is a plus.

Creates and implements measurement and evaluation strategies to maximize the impact of learning and contribute to client decision-making and results. i)Communicates evaluation goals clearly and persuasively to customers and stakeholders and gets their support for implementation and follow up activity. ii) Identifies weaknesses in preparation and implementation of learning events or failures of learning from results of prior interventions. Iii)Transfers lessons learned from evaluations into future plans and programs.
3. Delivery & Facilitation of Learning
Demonstrates outstanding presentation and facilitation skills in the delivery of training, seminars and other learning interventions.
4. L&KM Project Management
Manages and delivers learning and knowledge management projects on time and within scope and budget, with the most efficient and strategic use of available resources.
