The position is located in Umoja in the Department of Management in New York. The Information Systems Officer (SAP Payroll and Entitlements Analyst) reports to the Solution Architecture Team Lead.

Umoja will be implementing the SAP NPO (Non-Profit Organization) solution for Human Resources and Payroll, which includes the full functionality for Personnel Administration, Organizational Management, Entitlements and Benefits administration as well as Time Management. All functionalities deployed are part of the SAP Public Sector solution.
Responsibilities
Under the supervision of the Umoja Team Lead for Solution Architecture, the Information Systems Officer (SAP Payroll and Entitlements Analyst) will be responsible for the following duties:
(1) Based on approved business requirements, plans and directs major systems projects of significant importance and provides expert advice on complex systems analysis and business problems to be solved with the SAP solution. This includes the design and execution of the system configuration and the identification of enhancements, or other customizations. Specifically for the SAP Payroll module and the associated NPO (Non-Profit Organization) entitlements functionality, as well as related integration with other modules including Finance, Funds Management and Grants Management, and integration with legacy systems.
(2) Works with the members of the Solution Architecture team and the Delivery Management team to design and implement required integrated solutions in the area of Payroll processing and accounting, including posting and integration with Financial Accounting and Funds Management, payment disbursement, reporting and the interface of pension contributions to UNJSPF. The design and implementation incorporates the SAP NPO (Non-Profit Organization) entitlements functionality.
(3) Directs, reviews and maintains SAP configuration documentation for the SAP Payroll module and the associated NPO (Non-Profit Organization) entitlements functionality, ensuring the deployed configuration includes all integration points to support end-to-end business processes.
(4) Reviews and refines, or validates, test scripts and scenarios for all phases of testing, including Unit Testing, Functional Acceptance Testing, Product Integration Testing, Payroll Parallel Testing, User Verification Testing and Regression Testing. Will be responsible for supporting the execution and validation of testing results to ensure that the system is compliant with business process requirements, and for directing and supporting defect resolution, in the area of Payroll and entitlements.
(5) Develops, or assists to develop, functional specification documents, key design documents, user documentation, instructions and procedures including training materials, and detailed technical presentations.
(6) Provides support to cutover planning and deployment activities, including transition procedures to support integration with legacy systems, data cleansing and data migration.
(7) Monitors, analyses, resolves and documents post–implementation problems, revisions and enhancement requests and provides an impact and risk assessment for requested changes.
(8) Works closely with the Technology Solutions team to ensure alignment with the Organisation's application architecture.
(9) Keeps abreast of developments in the field and determines the need for testing and evaluating new products and technologies; provides leadership on introducing technological changes; prepares various technical reports.
(10) Provides professional leadership and work direction to assigned project team, and/or mentor and supervises the work of new/junior officers, contract staff, etc.
(11) Performs other duties as required.

Education
Advanced university degree (Master's degree or equivalent) in computer science, information systems, mathematics, statistics, business, finance, engineering, or related area.
A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of seven years of progressively responsible experience in planning, business process and application design, system integration, development, implementation or maintenance of computer information systems in SAP is required.
Experience configuring, implementing and monitoring, Payroll and NPO Entitlements in SAP is required. Experience with Payroll and NPO Entitlements integration with Finance modules in SAP is also required.
Experience working with other ERP systems in the UN or an international, multicultural environment is highly desirable.

Languages
English and French are the working languages of the United Nations Secretariat. For the posts advertised, fluency in oral and written English is required. Knowledge of another UN official language is an advantage.
Assessment Method
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
Special Notice
Owing to the temporary funding nature of this position and limited duration of the project, recruitment, selection or extension of appointments against this position will be subject to budgetary approval.
Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
The post will become available on 1 January 2014.
