Organizational Setting and Reporting
This position is located within the United Nations Assistance Mission for Iraq (UNAMI). The Human Rights Officer will be based in Al Basrah. The Human Rights Officer will report to the Human Rights Officer Team Leader (P-4) in Al Basrah and the Senior Human RIghts Officer and Chief Human Rights Officer, Baghdad.
Responsibilities
Within delegated authority, the Human Rights Officer will be responsible for the following duties:
Reviews, monitors and evaluates the human rights situation in the South Region of Iraq.
Works in partnership with UN and non-governmental organisations in the promotion of human rights and assist them develop programmes and activities addressing gaps in the respect and protection of human rights, including ensuring gender dimensions in their programs and activities.
Provides technical assistance to Government and State institutions on the promotion, respect and protection of human rights.
Develops, in partnership with the Government and/or civil society organisations a programme of activities aimed at promoting respect for human rights, including rule of law, rights of women, children, persons with disabilities, minorities, freedom of expression and freedom of assembly, or social, cultural and economic rights, etc.
In consultation with the Human Rights Officer Team Leader, undertake administrative functions assigned to his or her responsibility.
Trains and supervises national staff.
Performs other related duties as required.

Knowledge of human rights issues and ability to identify related problems in their political, ethnic, racial, gender equality and socio-economic dimensions. Knowledge of institutional mandates of human rights organizations, prevailing policies and procedures. Research and analytical skills, including ability to identify and participate in the resolution of human rights issues. Ability to identify sources for data collection, research and analyze information and draft human rights reports. Ability to evaluate and integrate information from a variety of sources and assess impact on the human rights situation in the area of assignment. Education
Advanced university degree (Master's degree or equivalent) in law, political science,
international relations, social sciences or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of five years of progressively responsible experience in human rights, political affairs, international relations, law or related field is required. Experience in developing and delivering capacity building programmes on human rights for Government, State institutions, and civil society organisations is desirable. Experience working in a United Nations common system field operation (inclusive of peacekeeping, political missions and UN agencies, funds, and programmes) – or similar international organisation or non-governmental organisation – in a conflict or post-conflict setting is desirable. Experience working in Iraq or the Middle East is desirable. Qualifying years of experience are calculated following the receipt of the first-level university degree recognised by the United Nations.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of a second United Nations official language is an advantage.
Assessment Method
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
