Community Partners International (CPI)/ Friends for Health (FFH) works with local organizations to increase their capacity to deliver essential health services in Myanmar's underserved and at-risk populations. CPI has 15 years' experience building the skills and resources of local partners (including faith-based organizations, local NGOs, community based organizations and ethnic health organizations). Currently, CPI partners deliver medical care and preventive health services to more than one million people in Myanmar.
Position Summary: The Human Resources Officer will lead the development, delivery and coordination of human resource services in Community Partners International Yangon office under the supervision of Operations Director based in Mae Sot office. The Human Resources Officer will manage all aspects of HR including employee relations, benefits administration, development and implementation of policies and procedures in accordance with local labor laws, recruiting, on-boarding, staff development and retention, and performance management. The Human Resources Officer supports organizational leadership in encouraging a positive working atmosphere and good communications. The position requires a commitment to efficiency, but understanding of the flexibility required in a small, responsive organization.
Primary Responsibilities:
General HR
  • Work in collaboration with Operations Director, lead Yangon office Human Resources related tasks including hiring, termination, performance evaluations, employee relations and organizational policy
  • Answer all Human Resources questions and inquiries and makes referrals to appropriate resources when required
  • Maintain and update the individual staff personnel files (staff CVs, interview records, contract, amendment, evaluation
    etc.)
  • Prepare and calculate the individual staff ‘ tax payment monthly as per local tax policies, contact local revenue office and 
    arrange the tax payment to government bank quarterly and keep record
     
    HR Policies & Procedures
    • Maintain and update staff policies and procedures
    • Develop and maintain deep knowledge/understanding of Myanmar labour law and create employment contracts that are 
      compliant with Myanmar labour law and CPI policies
       
      Recruitment & On- boarding
  • Work closely with Operations Director, Set up a recruitment system in Yangon office, and lead the system implementation
  • Lead staff on boarding, lead admin staff in the development of minimum package for staff orientation 
    Salary, Benefits & Retention
  • Actively involve in NGO HR network and update HR issues to Operations Director including salary scales, withholding tax payment, cost of living adjustment, etc.
  • Work in collaboration with Operations Director, develop compensation programs and strategies that allow Yangon office to attract and retain the best talented staff. Provide input to Operations Director to ensure compensation is equitable between CPI offices
  • Conduct periodic reviews of benefits, and implement benefit administration including insurance
  • Work with finance staff to ensure timely and accurate payroll administration including tracking of paid time off
  • Develop and maintain a basic HR information system that easily retrieves information on staff 
    Performance Management & Staff Development
Other
Oversee the personal evaluation system Support Managers in the development of staff
Contribute to the ongoing development of CPI's organizational structure
QUALIFICATIONS:
  • Bachelor's degree required in Human Resources, Business Administration, or related field.
  • Strong computer skills
  • Excellent oral and written communication and presentation skills.
  • Excellent interpersonal skills with the ability to interact professionally with employees at all levels
  • Good organizational, planning and analytical skills with attention to details, demonstrated sound judgment, and 
    ability to manage simultaneous priorities under tight deadlines.
  • Ability to apply discretion and handle sensitive confidential information.
  • Willingness and ability to travel often.
  • Good command of English language is required
  • Previous NGO experience is preferable
