Description
ACTED (Agency for Cooperation and Technical Development) is a French International Non- Governmental Organization founded in 1993 and working in more than 30 countries worldwide. ACTED's vocation is to support vulnerable populations and to assist them in building a better future. Independent, private and non-profit, ACTED respects a strict political and religious impartiality and operates according to principles of non-discrimination and transparency.
From January 2012 to August 2013, ACTED, in partnership with the Myanmar Women Entrepreneurs' Association (MWEA), implemented a project funded by the European Union, entitled 'Enhancing the capacity of civil society to promote women's rights and economic empowerment in Myanmar'. The specific objective of the project was to promote gender equality and women's economic empowerment through advocacy within the business sector. In particular, the project aimed to achieve three results:
- - To strengthen the institutional and operational capacity of the MWEA as a platform advocating for and advancing women's economic empowerment;
- - To increase public awareness of women's rights;
- - To advance women's equity in the business sector through improved institutionalized protection and increased cohesion among influential representatives.ACTED is currently looking for a qualified individual to fill the position of 'External evaluator' in order to assess the effectiveness, the efficiency and the impacts of the project. The evaluation outcomes will highlight the strengths and the weaknesses of the project, and will provide key recommendations for ACTED's future project developments.
II. OBJECTIVES OF THE EXTERNAL EVALUATION
The purpose of the evaluation is to assess the effectiveness, the efficiency and the impacts of the project conducted by ACTED and MWEA regarding the set objectives, for both ACTED's future work and ACTED's donor and partner.
The evaluation is also expected to document the project's key successes as well as its key challenges. Where necessary and appropriate, the evaluation should identify key areas that ACTED might address in its new interventions.
The external evaluation will cover the whole project implementation period (16 January 2012 to 31 August 2013).
III. DUTIES AND RESPONSIBILITIES OF THE EXTERNAL EVALUATOR
The external evaluator will:
- - Review existing project documents including previous project evaluations provided by the Program Officer and the AME Officer;
- - Devise a set of questionnaires and an evaluation plan describing the chosen approach, based on the project documents and the objectives set in the proposal. The external evaluator will share the evaluation plan with ACTED program team and AME team.
- - Collect quantitative and qualitative data. While maintaining independence/neutrality, the evaluation will be carried out using a participatory approach, which seeks the views and assessments of all parties. As such, the evaluation will include, but is not limited to: key informants' interviews, individual interviews and focus group discussions with members from the partner organization (MWEA).
- - Prepare a final written evaluation report that describes the methodology of the evaluation, and puts forward the findings of the evaluation as well as practical recommendations for future interventions. S/he will share the final report with ACTED project and AME team as well as MWEA project team.
IV. EVALUATION TIME FRAME
The timeframe for the evaluation is estimated to 4 to 6 week, depending on the evaluator's work plan, starting in October 2013.
V. CONTRACTING AND MANAGEMENT OF THE EVALUATOR
ACTED will provide all required documentation to the selected evaluator at the inception of her/his mission. ACTED will also make its staff available for consultation and will facilitate the external evaluator in arranging meeting or interviews with other stakeholders where necessary.
ACTED be responsible for contracting and management of the external evaluator. ACTED will pay the external evaluator as per this ToR and the final contract.
VI. REQUIRED QUALIFICATIONS AND EXPERIENCE OF THE EVALUATOR
Applicants should demonstrate the following required competencies:
- - Master's degree in social science or development related field;
- - Solid experience with monitoring and evaluation of projects and programs, preferably at national, regional or sector-wide programs in a developing country or region; experience in evaluation ofEU projects is a plus;
- - Excellent command of English (oral and written communication skills) , Myanmar would be a plus;
- - Ability to organize his/her own work to meet deadline;
- - Adaptability to work with minimum supervision in a multi-cultural environment;
- - High level of integrity;
- - Excellent reporting skills.
