Job Purpose:
Provide strategic and technical leadership in all areas of Risk Management to safeguard ADB's AAA credit ratings. Lead the development, planning, implementation and supervision of the department's vision, goals, strategies and work plan to ensure sound management of credit, market, counterparty, liquidity, and operational risks in ADB's operations. Provide advice to senior Management on various ADB-wide issues such as strategic and policy matters, and capital adequacy. Oversee the quality of work, ensure the achievement of departmental objectives and continuously keep the Board and Senior Management informed of emerging risk issues and portfolio developments. Lead internal coordination of the department's work program and inter-departmental responsibilities for ADB-wide decision-making processes. Manage a range of long term issues of strategic importance and with long term implications for the direction and performance of ADB. Effectively manage the human and budgetary resources for the Department and ensure the technical competency, professionalism and high ethical standards for all Risk Management staff members.
Expected Outcomes
Leadership and Strategic Management
  • Lead, establish and cascade the department's vision, goals, development strategies and key result areas (KRAs) in support of ADB's goals, departmental goals and in compliance with ADB policies.
  • Lead the planning, implementation and supervision of departmental work plans and monitor the quality of output and the achievement of long term goals and annual objectives for the department.
  • Lead improvements in the policies and programs of the department, and undertake special projects to enhance its efficiency and effectiveness.
  • Manage the full range of human resource and staff management issues, including: recruitment; performance evaluation and improvement; training; and conflict resolution.
  • Provide strong leadership in strategic, professional and operational matters, contributing innovative and best practice approaches risk management operations.
Credit Risk Assessment
  • Provide overall leadership in identifying, measuring, and mitigating risks of all new nonsovereign transactions (loans, guarantees, and equity investments) and ensure that approval of each new transaction complies with the credit process.
  • Provide overall leadership in assigning risk ratings and making independent recommendation on risk mitigants, deal structuring, and pricing.
  • Attend and participate in Investment Committee meetings.
Credit Portfolio Monitoring
  • Provide overall leadership in ensuring best practice and timely monitoring and reporting of credit quality of the nonsovereign operations portfolio and in assessing and managing nonperforming and impaired nonsovereign transactions to safeguard assets quality and minimize potential losses.
  • Deliver quarterly presentations to the Audit Committee of the Board, with emphasis on key portfolio risk developments and risk policies and methodologies.
  • Attend and participate in Risk Committee meetings.
Market and Treasury Risks
  • Provide overall leadership in managing market, credit, and counterparty risks in treasury operations, overseeing derivative collateral management, and performing valuation of derivatives and borrowings for financial reporting.
  • Oversee the development and maintenance of risk management framework for Treasury portfolio.
  • Attend and participate in Asset and Liability Committee meetings.
Policy, Systems and Operational Risk
  • Oversee the formulation, periodical review/update, development and maintenance of policies, procedures, models, and methodologies for risk management that are consistent with industry best practice to safeguard ADB's AAA rating.
  • Oversee the development and maintenance of IT risk management systems.
  • Provide overall leadership in identifying, assessing, monitoring and managing operational risks within ADB.
  • Provide overall leadership in coordinating the annual review of ADB's credit ratings by rating agencies.
  • Advise senior Management and the Board on important risk management and capital adequacy matters to ensure financial prudence and sound banking practice.
Operations Management and Staff Supervision
  • Provide overall leadership and management supervision for all department activities. Oversee effective day-to-day operations and provide guidance on operational issues and ADB policies.
  • Undertake the performance management of the department and ensure the technical competency, professionalism and high ethical standards for all ORM staff members.
  • Manage the performance of teams and individuals providing clear direction and regular monitoring and feedback on performance.
  • Provide coaching and mentoring to teams and individuals and ensure their on-going learning and development.
  • Manage budget and resource allocation for the department, ensuring efficient allocation and utilization of resources, including staffing and training requirements.
Coordination with Internal and External Stakeholders
  • Oversee the development and maintenance of productive relationship with external parties (rating agencies, government regulators, external auditor) to facilitate the achievement of the Department's objectives, goals and strategies.
  • Facilitate effective coordination and cooperation with other departments and internal stakeholders.
  • Continuously inform/update senior Management of significant developments, emerging opportunities and challenges, and provide timely recommendations accordingly.
  • Maintain contacts with functional counterparts in other financial institutions, including multilateral organizations, commercial banks, and fund management companies to obtain best practices on credit risk management policies and guidelines.
Educational Requirements:
Master's Degree or equivalent, in business administration, finance, economics, or related fields. University degree in business administration, finance, economics, or related fields, combined with specialized experience in related organization may be considered in lieu of a Master's Degree.
Relevant Experience And Other Requirements:
Work experience
  • At least 15 years relevant professional experience in commercial banks/international financial institutions or multilateral development banks ideally on project finance and capital markets, including several years' experience in a credit decision making capacity at a senior level and with substantial levels of authority; risk management familiarity in the economies of ADB's developing member countries will be an advantage
  • International experience working in several countries
Technical Knowledge
  • Proven skills and working experience in financial credit analysis of businesses in major industrial sectors with particular emphasis on project lending in developing countries and analysis based on cash flow modeling
  • In-depth knowledge of commercial bank operating procedures and system, with particular emphasis on risk assessment and monitoring systems, risk mitigation techniques, financial syndication and structuring products, pricing methodologies and legal documentation as well as collection and negotiation of distressed loans and impaired equity
  • Experience in handling other types of financial risks, such as counterparty credit risks, market and operational risks facing banks/financial institutions
  • Good understanding of operational strategies/policies, processes and programs of multilateral development organizations; preferably with practical experience in processing of loan and technical assistance projects involving co-financing or public-private partnerships
  • Ability to communicate effectively and credibly with a wide range of stakeholders, particularly with Management, Board members, and external counterparts from other multilateral and bilateral aid agencies, commercial banks, export credit agencies, other private financial institutions, credit rating agencies, government officials, etc.
  • Proven ability to set the right priorities under tight deadlines with multiple and complex demands
