Job: Chair, Compliance Review Panel

Job Purpose:
Applications or nominations of candidates from Asian Development Bank's (ADB) regional member countries (member countries located within the Asia and Pacific region) are invited to fill this position. The CRP is responsible for the compliance review phase of the ADB's Accountability Mechanism.
The CRP is a fact-finding body that reports to the Board through the Board Compliance Review Committee (BCRC). The CRP investigates alleged noncompliance by ADB with its operational policies and procedures in any ADB-assisted project in the course of the formulation, processing, or implementation of the project that has caused, or is likely to cause, direct and material harm to project-affected people. The Office of the Compliance Review Panel (OCRP) will support the work of the CRP. The OCRP is headed by the CRP chair.
Expected Outcomes
a. Compliance Review
  • Process complaints requesting compliance review;
  • Engage with all relevant parties and stakeholders concerned, including the complainants, the borrower, the ADB Board member representing the country concerned, Management, and staff to gain a thorough understanding of the issues to be examined during the compliance review;
  • Coordinate its activities, to the extent appropriate, with those of the compliance review mechanism of any other cofinancing institution that is conducting a separate compliance review of the same project; and
  • Issue draft reports to the complainants, the borrower, the BCRC, Management, and the operations department concerned, and issue its final compliance review report to the Board.
b. CRP Chair
  • Serve as the head of the OCRP and have full responsibility for running the OCRP;
  • Manage the OCRP as an effective, efficient, and independent office, including managing the OCRP's personnel, budget, and work program under the oversight of the BCRC, and in accordance with ADB rules and procedures;
  • Assign member(s) of the CRP to conduct compliance review and monitoring tasks in consultation with the BCRC;
  • Provide regular briefings to the BCRC, which may include the topic of Accountability Mechanism annual report;
  • Prepare the annual work plan and budget for the CRP and OCRP;
  • Engage stakeholders in the compliance review process and ensure that compliance review results are communicated to them and the public;
  • Formulate and implement the OCRP's work program as approved by the Board, and report to the Board through the BCRC on the activities of the CRP and OCRP;
  • Provide input to the BCRC's annual performance feedback to CRP members; and
  • Work with the Compliant Receiving Officer (CRO), Office of Special Project Facilitator (OSPF), and Department of External Relations (DER) to maintain the problem solving and compliance review interfaces in a common ADB Accountability Mechanism website within ADB's public website to improve the access, coherence, and comprehensiveness of the information.
Educational Requirements:
Master's degree, or equivalent, in Economics, Environment, Law, or Social Sciences, or related fields.

  • Suitability to undertake the responsibilities mentioned above;
  • Strong and broad educational background and practical experience in development, particularly in environmental, social, economic, legal, and/or private sector fields;
  • 15 years of relevant experience and demonstrated knowledge of compliance review or related field, including the ability to deal thoroughly and fairly with requests for investigation or redress is desirable;
  • Highly developed communication and diplomatic skills to work effectively within ADB (staff, Management and Board of Directors) and externally with ADB clients, member governments, other international organizations and comparable institutions, civil society, and nongovernmental organizations;
  • Excellent command of written and spoken English;
  • Ability and willingness to travel to developing countries, including rural areas;
  • Ability to deal thoroughly and fairly with requests brought to the CRP;
  • Exposure to developmental issues and living conditions in developing countries;
  • Integrity and independence from Management;
  • Knowledge of, and experience with, the operations of multilateral development organizations or comparable institutions, and/or private sector experience;
  • Proven management and leadership qualities; and
  • International experience working in several countries.
Terms and Conditions of Appointment:
This position is for a period of 5 years, nonrenewable term, on a full-time basis. Accordingly, the successful candidate will be required to work at headquarters, Manila.
ADB Directors, Alternate Directors, Directors' Advisors, Management, staff, and consultants are not eligible to serve on the CRP until at least three years have elapsed from the time of their termination from ADB service. After serving on the CRP, former panel members cannot be considered for employment at ADB.
