Purpose of the Position
Thematic funding is recognized as the highest quality earmarked funding, consequently inviting a preferential cost-recovery rate for the MTSP 2014-17 by Executive Board Decision 2013/5. Thematic funding is part of UNICEF`s reporting obligation to the Executive Board through its MTSP KPIs on organizational output and is included in the Executive Director`s Annual report (EDAR).
Under the general guidance and direction of the Senior Adviser, the post is responsible for the overall oversight of thematic contributions to UNICEF for the MTSP 2014-17 Impact Result areas and humanitarian response.
Key Expected Results
1. Support quality reporting on thematic funding windows (as deemed critical to the funding type by the independent consultancy on thematic windows in Dec. 2012)
  • Coordinate the production of the global thematic reports for the seven Impact Result areas plus humanitarian response
  • Prepare the annual guidelines on thematic reporting for the Impact Result areas and provide input to the consolidated emergency report guidelines, which are sent annually to all country and regional offices, as well as HQ divisions and offices.
  • Prepare annexes on contributions and expenditures for inclusion in the annual thematic reporting guidelines.
  • Provide income analysis and graphs for the global thematic reports
  • Coordinate the annual donor briefings on thematic funding windows for each Impact Result area and humanitarian response, held in the sidelines of UNICEF`s Annual Session of the Executive Board
  • Provide accurate and timely thematic funding reporting data for the EDAR, UNICEF Annual Report, PARMO Annual Report, Compendium of Contributions , and other institutional and divisional reports as necessary
  • Support donor consultations and bilateral meetings with regards information and advocacy on thematic funding
  • Support donor assessments and evaluations with regards thematic funding
2. Monitor thematic contributions for decision-making by senior management
  • Maintain updated information on contributions to thematic MTSP Impact Result areas as well as humanitarian response, coordinating with DFAM, PARMO and PFP staff when necessary to ensure accuracy of contribution information and recording.
  • Maintain regular and timely updates on the status of country, region and global thematic funding, to be accessible to UNICEF staff through the intranet. [Report currently produced manually from system]
  • Maintain regular updates on the status of global thematic funds, providing the latest information on allocations from global thematic funds and the unallocated funds balances which are available for further allocation by the Allocation Advisory Committee which is also accessible to UNICEF staff through the intranet.   • Prepare additional reports on available funds and expenditures to supplement thematic funding financial statements in order to satisfy requirements from donors on their thematic contributions.
  • Provide timely and quality response to queries and information requests from country, regional offices and other HQ divisions related to thematic funding received including both country or region specific funding as well as allocations from global thematic funding, contributions management related to thematic funding, funds utilization, reporting timelines and requirements, donor reports submission, etc.
  • After expiry date of thematic pools, prepare analysis of funds available and expenditures by country; unspent balance of each expired thematic pool, and proportion of unspent balances attributed to each donor for review and closure by PARMO clusters and PFP
3. Support policy and guidelines strengthening the internal management of thematic contributions
  • Provide support to DPS/SIPA as the Secretariat of the Allocation Advisory Committee in keeping guidelines for allocation of funds consistent with donor priorities, including strategic, result-based, non-transaction heavy, streamlined and timely, transparent
  • Support DPS/SIPA in ensuring adequate expenditure monitoring and optimum utilization rates by implementing offices
  • Support DFAM in any revaluation of preferential cost-recovery rates for thematic funding windows, in coordination with PARMO colleagues for integration of donor positions and interests
4. Other assignments in support of achieving PARMO`s MTSP 2014-17 corporate workplan objectives for thematic funding
Qualifications of Successful Candidate
Education:
Advanced university degree in social science, public administration, financial management related field.
Work Experience:
  • Five years of relevant work experience at the national and international levels in social and economic development, preferably with emphasis in information management (data management and statistical analysis);
  • planning and coordination; monitoring and evaluation.
Language Proficiency:
  • Fluency in English and knowledge of another UN working language an asset.
  • A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
