Plan is an international humanitarian, child-centred development organisation, implementing development programs that promote the realisation and fulfilment of children's rights and the alleviation of child poverty. Plan Myanmar is launching a humanitarian response in the IDP camps of Kachin working closely with partners.
Position: Monitoring & Evaluation Officer
Assignment Duration: One year fixed term contract with possibility of extension. Closing date for applications: 4th October 2013, at 5:00pm
Job background: The Monitoring & Evaluation Manager will oversee and support the humanitarian response of Plan Myanmar in Kachin in close cooperation with partners. The M&E Manager will be responsible for monitoring and evaluating all projects supported by Plan in the IDP camps in Kachin. This position is based full-time in Myitkyina with extensive field travel. The M& E Officer will report to the Humanitarian Project Manager.
Job purpose: Develop an overall M&E framework for the Myanmar Emergency Response Program
- Develop indicator reference sheets, including a list of operational definitions of what are being counted for each indicator and develop appropriate data collection tools
- In consultation with sector specialists, design and develop program database and regularly update the Emergency Response Program Database
- Conduct post data entry verifications and regularly backups of Emergency Response Program's programmatic database and information
- Conduct regular field visits to track progress against indicators and put in place systems for routine data quality checks and validations
- Lead the coordination of field data collection and the flow of reports from the field to the management team and provide regular feedback to field workers and key stakeholders of progress in program implementations.
- Lead the Emergency Response Program baseline and evaluation activities and ensure the dissemination and use of the information products.
Qualifications, Skills & Experience: Citizen of Myanmar
- University degree in social science, development studies or equivalent
- Five years of work experience in M&E and/or program experience in field data collection in emergencies.
- Good knowledge of M&E frameworks
- Experience in surveys and qualitative interviewing, including supervising field data collection teams.
- Excellent computer skills
- Training and facilitation skills
- Good English and Kachin language is an advantage
