Job: Environment Specialist

Job Purpose:
To identify, develop, implement and administer loans, Technical Assistance (TAs) projects, and non-lending products and services (NLPS) in the assigned sector, ensuring compliance with environment policy and safeguards. Contribute to the development of environment policy and safeguards.Work with broad policies and objectives, working directly with clients, with supervision for critical tasks.
Expected Outcomes
a. Strategy and Planning
  • Support country operations and regional cooperation in relation to environmental concerns by providing information and analyses for the development of strategies for environmentally sustainable development.
  • Support Developing Member Countries (DMCs) and project implementing agencies to build their capacity in environmental planning and management.
  • Collaborate and liaise with other Departments on environmental policies and compliance requirements.
  • Contribute in the development and support the implementation of environment policy and safeguards.
b. Project Management
  • Process and administer advisory or regional technical assistance projects.
  • Provide input relating to environmental issues during project identification, design, loan processing and implementation to mitigate negative impacts.
  • Identify opportunities for ADB assistance projects in the environmental sector.
c. Knowledge Sharing
  • Prepare sector profiles and studies, loan and TA reports and issue papers.
  • Propose project environmental classification, review environmental assessment reports and ensure compliance with ADB requirements.
  • Evaluate the environmental impacts of agriculture and natural resources projects to ensure compliance with ADB's environmental safeguards policies.
d. Staff Supervision
  • Provide leadership and support to reporting staff.
  • Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
  • Ensure the on-going learning and development of reporting staff.
Educational Requirements:
  • Master's Degree or equivalent, in or other related fields. University degree in environmental sciences, environmental engineering or other related fields, combined with specialized experience in similar organization/s, may be considered in lieu of a Master's degree.
Relevant Experience And Other Requirements:
Work experience
  • At least 8 years of relevant professional experience in agriculture and natural resource sector development
  • International experience working in several countries
Technical knowledge
  • Proven application of expertise within a specific area of ADB's operations (economic, sector or thematic), or breadth across multiple areas with in-depth knowledge within one area
  • Able to utilize and share relevant knowledge to benefit the broader ADB community
People and leadership skills
  • When required, able to act as a mission leader / team lead, exercising supervision coordination, and planning responsibilities over the assigned team, with oversight from the Director or a more senior team leader
  • Act as a mentor to more junior team members, providing guidance on projects and processing of loans/technical assistance
  • Act as a coach to develop the capabilities/potential of more junior colleagues
  • Excellent oral and written communication skills in English
