Description
Job Purpose:
Lead the planning, implementation and supervision of the division's vision, goals, strategies, and work plan in support of overall ADB's goals. Oversee the quality of work and ensure the achievement of objectives of the division. Lead and provide guidance on day-to-day operational issues and compliance with ADB policies. Work with problems and issues that may involve high risk.
Expected Outcomes
a. Leadership and Strategic Management
- Participate actively in the department's leadership team, chaired by the Director General, IED
- Lead, establish and cascade the division's vision, goals, development strategies and key result areas (KRAs) in support of ADB's goals, department goals and in compliance with ADB policies.
- Lead the planning, implementation and supervision of individual work plans as well as ensure the quality of outputs and the achievement of long term goals and annual objectives for the division
- Provide leadership in professional and operational matters and contribute new or innovative approaches to policy and operational issues.
- Ensure the adherence to evaluation principles of independence, impartiality, and integrity in assessing the development effectiveness and impacts of ADB support at project, sector and country levels in developing member countries (DMCs).
b. Independent Evaluation
- Supervise all evaluations led by IED2 staff and contribute to reviews of all IED evaluations.
- Strengthen the relevance of IED products by ensuring recommendations are clear, actionable, and monitorable and follow up on their implementation through constructive interaction with senior operations staff in a way that preserves IED independence.
- Oversee the review of draft loan and grant financed project proposals, draft country strategy documents, and relevant draft policy and sector papers, to ensure that IED lessons are reflected in future operations, including participating in relevant high level ADB Meetings.
- Oversee the review and validation of ADB's Project/Program Completion Reports (PCRs) and Country Partnership Strategy final reviews to help strengthen ADB's self evaluation activities, accountability and learning.
c. Operations Advice and Support
- Formulate, initiate, and coordinate action programs to assist DMCs in developing and strengthening their own evaluation capabilities in respects of projects and sectors financed by ADB, and where appropriate and mutually beneficial, participate in such efforts jointly with other international development finance institutions.
d. Knowledge Management
- Lead the division in disseminating important findings and lessons learned arising from evaluation work to a range of stakeholders.
e. Division Operations Management
- Ensure effective day-to-day operations of the Division in terms of operations planning, adherence to policy, procedures and integrity standards, quality control, budget and human resources management, and staff development.
- Provide strategic leadership, participate in staff recruitment and promotion decisions, provide feedback and exercise quality control.
- Participate in and contribute to the Evaluation Cooperation Group of multilateral development banks to promote coordination and analysis of evaluation policies and practices.
- Inform and provide recommendations to the DG of significant developments, emerging opportunities and challenges in areas of responsibility.
f. Staff Supervision
- Create and lead multidisciplinary teams and ensure the overall quality of their work.
- Manage the performance of teams and individuals providing clear direction and regular monitoring and feedback on performance.
- Provide coaching and mentoring to team and individuals and ensure their on-going learning and development.
Educational Requirements:
Master's Degree, or equivalent, in Economics or related discipline. University degree in Economics or related discipline combined with specialized experience in similar organization/s, may be considered in lieu of a Master's degree
Relevant Experience And Other Requirements:
- Suitability to undertake the responsibilities mentioned above at the required level
- At least 15 years of relevant professional experience in the operational, economic, social, and technical aspects of developing economics and/or project preparation, appraisal, management, administration and evaluation in the key sectors of DMCs
- Demonstrated expertise and sector knowledge in one or more of the following areas: infrastructure, finance, private sector development, non-sovereign operations, and regional cooperation and related country and sub-regional level assistance strategy and program evaluation
- Sound knowledge of policies of ADB or similar multilateral development organizations and exposure to some of its major strategic policy issues
- Broad-based exposure to the operations of multilateral development and financing institutions, with experience in all phases of the project cycle; successful experience undertaking high level policy dialogue, programming and strategy preparation; and exposure to portfolio management, project administration and evaluation
- Strong analytical skills to conceptualize and evaluate complex development issues and problems, to carry out effective economic and financial analyses; experience in undertaking or supervising significant analytical work related to cross cutting objectives of ADB or similar multilateral development organizations
- Ability to lead and manage a team of professional staff, national officers, and administrative staff
- Ability to deal effectively with staff, Management, Board members, senior government officials, non-government and civil society organizations, and other external stakeholders
- Excellent oral and written communication skills in English
- International experience working in development in several countries
