The Safer Communities through Disaster Risk Reduction in Development (SC-DRR) had been implemented since 2007 intended to support the government Indonesia in enhancing the disaster management reform agenda specifically decentralized and inclusive partnership on disaster risk reduction initiatives. Results and changes has been notable in establishing the enabling framework and planning instruments at sub-national level, improving and enhancing institutional capacities of DM agencies and multi-stakeholder fora and better prepared communities. Phase II of the Safer Communities through Disaster Risk Reduction in Develop¬ment (SC-DRR) Project will scale up initiatives delivered by Phase I of the Project (2007-mid 2012). Its main goal is to make disaster risk reduction a normal part of the development process, one that is embedded in core functions of the central and local government and its public and private partners. Particular emphasis is placed on local communities, where the most direct actions can be taken to reduce people's vulnerability to the adverse impacts of disasters.
The project aims to achieve three main outputs: (1) National and local governments enabling policy and regulatory framework for disaster risk reduction (DRR) in target areas are designed and implemented; (2) Disaster management (DM) agencies in target areas are effectively functioning and utilize risk assessment for DRR initiatives in partnership with multi-stakeholder DRR fora; and (3) DRR principles and techniques to minimize disaster risk are adopted and applied by communities. The National Agency for Disaster Management (Badan Nasional Penganggulangan Bencana – BNPB) is the Implementing Partner of this project. Strategic partnerships will be maintained and strengthened with other relevant GOI ministries and agencies, as well as with public and private partners at international, national and local levels.
In addition to natural disaster, Indonesia is also very vulnerable to climate induced risks. The National Disaster Management Agency's (BNPB) Indonesian Disaster Data and Information Database (DIBI) indicates that climate-induced disasters occur more frequently than other disasters. Historical records from DIBI, dating back almost two centuries (1815-2012), show that the top four disasters in Indonesia are dominated by climate-induced incidents, notably flood (37,8%), windstorm (17,8%), landslide (17,8%), and drought (12,8%). These frequent disasters, which are often less dramatic in terms of damages and losses compared to those caused by earthquakes and tsunamis, have been largely overlooked. However, the repetitive occurrence of climate-induced disasters needs specific attention considering the cumulative losses caused to development and human lives. Records from DIBI show that damage to agricultural land is largely caused by climate related risks, especially drought (44.51%) and flood (37.03%). With a changing and variable climate, Indonesia anticipates an increased exposure of its population to climate-induced risks in the coming decades. Considering this, the project will support Government of Indonesia to reduce disaster risks including those induced by the climate.
Under the overall guidance and supervision from the National Project Manager (NPM), the Climate Risks Management (CRM) Analyst will provide supports to the senior officials of Directorate for Disaster Risk Reduction (BNPB) under the Deputy for Disaster Prevention and Preparedness (BNPB). The CRM Analyst will provide support and facilitate formulation process of enabling and convergence framework, methodology, coordination mechanism and information exchange for climate risks management, liaise with other line ministries and organizations (Bappenas, Kemdagri, KLH, BMKG, DNPI, etc), and work in close coordination with UNDP Strategic Planning and Action to Strengthen Climate Resilience of Rural Communities in Nusa Tenggara Timur Province (SPARC) project team. The incumbent will also support BNPB especially the Education and Training centre (Pusdiklat) BNPB for developing and testing specific training materials for climate risks management engaging selected local government. He/she will also ensure that the initiatives will sufficiently engage and consult the climate scientists/experts to obtain reliable climate trends data and projection to support the government in developing framework and methodologies for climate risks management purposes and needs.
Duties and Responsibilities
Summary of key functions:
Function 1: To support Project Board of SC-DRR Phase II in relation with climate risks management initiatives:
- Provide effective, efficient, and strategic supports to Directorate for Disaster Risk Reduction and other directorates on climate risks management initiatives;
- Provide materials, reports and other documents to both BNPB and NPM when required prior to the regular Project Board meeting;
- Support coordination and meetings of the Project Board and ensure that relevant results/decisions of the meetings are implemented effectively;
- Support the Project Management Unit (PMU) to perform monitoring and reporting of relevant substance and report to Directorate for Disaster Risk Reduction BNPB;
- Support and improve communication/coordination among UNDP, Kemdagri, BNPB, and Bappenas as Project Board members and other line ministries relevant with climate risks management issues and initiatives.
Function 2: To provide technical advice and support to the Directorate for Disaster Risk Reduction and Education and Training Centre BNPB :
- Liaise with and improve coordination among UNDP, Directorate for Disaster Risk Reduction and other Directorates in BNPB for better coordination of climate risks management substance/policies;
- Facilitate initiatives to identify the needs for climate risks management advocacy in strategic areas of intervention relevant with mandates and responsibilities of BNPB;
- Provide advice and technical assistance on BNPB's initiatives on converging climate change adaptation with disaster risk reduction programmes to enhance the effectiveness of risk management initiatives
- Provide advice and technical assistance for developing enabling framework on converging disaster risk reduction and climate change adaptation through a consultative process;
- Provide advice and technical assistance for developing climate risks assessment methodologies capitalizing from existing and ongoing experiences, practices and climate trends information by closely engage and consult climate scientists/experts
- Provide advice and technical assistance for developing and testing the module for climate risks assessment engaging selected local government
- Provide advice and technical assistance for developing mechanism for coordination, information sharing and exchange among relevant line ministries for climate risks management purposes and needs
- Provide support on facilitating effective coordination and linkage between BNPB with relevant line ministries and organizations (i.e. Bappenas, KLH, BMKG, DNPI, etc) for relevant policies guidances and planning developed or to be developed by those line ministries and organizations on climate risks management related fields.
- Provide support on facilitating effective coordination and synergy with other UNDP supported project (SPARC – Strengthen Climate Resilience of Rural Communities) implement by KLH on climate change adaptation initiatives in East Nusa Tenggara (NTT) Province
- Provide support for enhancing UNDP's comparative advantage to initiatives especially on advocating and promoting climate risk management and its implementation.
Function 3: Reporting
- Produce monthly substantive reports on relevant functions as appropriate, both to NPM and the Directorate for Disaster Risk Reduction (BNPB).

Recruitment Qualifications
Education:
- Minimum Master Degree in Disaster Management Studies, Environmental Science, Natural Resource Management, Public Administration and/or Policy, Regional Planning, Social Science or other relevant fields.
Experience:
- Minimum 3 years of relevant experience
- Solid experience in working with government institutions
- Preferably in the field of development, including work on disaster management and risk reduction, climate risks management and climate change adaptation initiatives
Language:
- Fluency in written and spoken English is an absolute necessity;
- Fluency in written and spoken Bahasa Indonesia is required
- Demonstrated strong familiarity with development projects and UNDP programmes in Indonesia.
- Strong knowledge of DM and/or DRR programmes/projects
- Excellent inter-personal and team building skills.
- Full time availability for project management duties is essential.
