Background Information - MAC
Mine Action Cluster Based in New York, the UNOPS Mine Action Cluster provides a range of mine action services in emergency and post-conflict settings, on behalf of the United Nations, governments and other partners. Established in 1997 and part of the UNOPS Global Partner Services Office, the Mine Action Cluster has helped partners significantly improve the lives of people in more than 30 countries around the world. It delivers fast and efficient procurement, recruitment and management services to facilitate humanitarian aid and launch emergency mine clearance. The cluster is also responsible for the administrative oversight of its field offices, in line with partner requirements and UNOPS rules and regulations. The UNOPS Mine Action Cluster (MAC) within the Global Partner ServicesOffice (GPSO) is a principal service provider in the field of mine action withthe United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments ofmine-affected countries and other mine action partners. The Cluster isresponsible to administer, provide support and oversight of the day-to-daymanagement of the Project Field offices, both according to the clientrequirements and in line with UNOPS rules and regulations. It is headed by theCluster Chief who has the overall authority and accountability for theperformance of the Mine Action Cluster on behalf of its clients.
Somalia Mine Action supports mine and explosive remnants of war (ERW)clearance activities, awareness programming, contamination survey and coordination for mine action activities throughoutSomalia. Somalia Mine Action works closely with other UN Agencies,local communities and humanitarian and development actors to ensure asustainable and effective response to explosive contamination in Somalia, withpriority on improving the lives of people living in affected communities, andensuring national capacity development for a long term solution to the problem.In Somaliland and Puntland, capacity development has been carried out for theSomaliland Mine Action Centre SMAC, the Police EOD, the Puntland Mine ActionCentre and the Puntland EOD. The Programme has an office in Nairobi to providemanagerial and support functions for the Regional Offices in Somalia.
Functional Responsibilities
Under the guidance and supervision of the Asset Management Officer , Asset Management Assistant provides a variety of task related to asset management. His /Her task will duties will include:
- Receive shipment of all Program and Contractor assets, following RIR protocol and liaising closely with Logistics and Procurement offices to ensure accurate deliveries and records;
- Ongoing monitoring and updating of computerized inventory cross-checking with physical verification;
- Prepare reports and correspondence as needed;
- Assist with the receipt and inspection of all delivered assets from contractors, suppliers in conjunction with the Logistics Assistant and under the supervision of the Asset Management Associate;
- Ensure all stored assets are securely kept, protected from elements, well-organized, and properlyaccounted for; Assistant to ensure delivery of items;
- Manage stock take of stores on a monthly basis or whenever requested by the Asset Management Associate;
- Assist with the monitoringof the safety and security of the warehouses and their compounds;
- Manage the asset databaseto ensure all items are correctly recorded against the correct project numberand the correct documentation is supported for each item;
- Responsible for asset and inventory management of all the expendable and non-expendable items under each project in order to maintain accurate records for accountability as well as handover of equipment when appropriate;
- Ensure that a register forassets, non-expendable property and equipment for office is established andmaintained/updated on an ongoing basis and the asset lists are updated monthly;
- Provide monthly reports aresubmitted to Asset Management Associate;
- Provide overall management,tracking, maintenance and reporting of assets and non-expendable property and equipment and ensure that physical verification of assets and equipment isperformed on a regular schedule;
- Ensure any discrepanciesare fully investigated and resolved using the Loss and Damage process;
- Implement and maintainsound asset management and inventory control system in accordance with UNOPS Asset Management policy;
- Prepare Receipt and Inspection reports for all incoming equipment and supplies;
- Issue equipment and supplies and maintain updated inventory record for different sources of funding.
- Analyze and report the useof expendable items and spare parts
Education/Experience/Language requirements
Education
- High School Degree is required
- Certification and or Associate Bachelor's degree or equivalent preferably in Accounting, Finance, Business Administration/Management, or related field is an added advantage.
Work Experience
- Minimum of 3 years of relevant Experience in logistics area and or experience in managing camps
- Experience in filingsystems
- Experience in the usage of computers and office software packages (MS Word, Excel, etc.); ( is MANDATORY)
- Strong organizational skills
- Previous work experience with the UN, UNOPS, local and/or international NGOs is an asset;
- Ability to work in agender-equal and multi-cultural environment
Language
- Fluency in written and spoken English & Somali is require
Competencies
- Knowledge of UN rules andregulations would be a distinct advantage.
- Is a team player whodemonstrates patience, flexibility and honesty
- Be willing and able to meettight deadlines and work long hours when required.
- Is a self-starter, who isable to plan and manage his/her own work, takes initiative and strives to meetdeadlines.
- Experience in handling of web-based management systems
