Organizational Setting and Reporting
This is a re-advertisement (extension for 14 days) as of 22 October 2013 of the 13-POL-UNIOGBIS-28958-D-BISSAU (M) - DEPUTY SPECIAL REPRESENTATIVE OF THE SECRETARY-GENERAL, D2, which was previously advertised from 3 July 2013 to 2 August 2013. The purpose of the re-advertisement is to attract additional qualified candidates from diverse geographic locations as well as additional qualified women candidates. Within limits of delegated authority, the Deputy Special Representative of the Secretary-General, Political (DSRSG/Political) will report to the Special Representative of the Secretary-General (SRSG).
Responsibilities
The incumbent will head the multi-disciplinary peace and security pillar, which is comprised of four thematic units, namely: (i) Political and Civil Affairs; (ii) Rule of Law and Security Institutions, including the Policy Advisor on Drugs and Narcotics; (iii) Human Rights, and (iv) Public Information. The DSRSG/Political will collaborate with the DSRSG/Resident Coordinator, with the latter assisting the SRSG in coordinating the development pillar that incorporates the UN Country Team (UNCT). The DSRSG/Political will assist the SRSG in the day-to-day management of the Mission, focusing on strategic issues in the respective subject areas. The DSRSG/Political will also maintain oversight on the four regional offices located outside the capital. In addition, the DSRSG/Political will be responsible for, but not limited to, the performance of the following duties: Identify emerging developments at the country level pertaining to the mandate; Analyze the implications of these developments on the country and the sub-region and formulate strategies and measures in response to these events; Propose plans of action for immediate and long range solutions for political and rule of law challenges in the country, including the return to constitutional order, national dialogue and key reforms; Provide good offices on behalf of the SRSG at the national and international levels, as appropriate; Foster dialogue and cooperation among national political parties; strengthen the capacity of national institutions on peacebuilding issues, notably key reforms in defence, security and justice; Assist in establishing and strengthening the rule of law and state institutions in the country; Assist in building the capacity of civil society and organizations and their participation in peacebuilding issues; Formulate programmes aimed at reintegrating demobilized defence and security personnel into civilian life and promoting good governance, national dialogue and reconciliation; Incorporate an integrated approach into the Mission's activities, which includes human rights and gender dimensions; Plan, coordinate and manage programmes, projects and activities of the four regional offices and coordinate with other components of the Mission, the UN system and partners, including the national authorities as required; Ensure that the work of the regional offices is in accordance with the overall strategy of the United Nations; Monitor and analyze information and data, and manage, coordinate, and supervise the preparation of analytical materials and assessments on political, security, judicial, civil, social, economic and other developments in Africa, in particular West Africa, that are relevant to the Mission's mandate; Develop and maintain relations at the regional and municipal levels with government officials, political, security and judicial actors, and civil society leaders within the country; On behalf of the SRSG, oversee the preparation of the Mission's submission of the Secretary-General's reports to the Security Council on the activities of the Mission, briefings to the Security Council, as well as other reports and materials, including studies and notes; Provide substantive guidance to other components of the Mission working in the regional offices; Perform other relevant duties as required by the SRSG.
Competencies
Professionalism - Demonstrated in-depth understanding of post-conflict environments, generally of peacekeeping operations and more specifically of special political missions; substantial and diverse experience in all facets of the job; solid analytical and evaluative skills combined with good judgment; in-depth understanding of and an ability to evaluate political and security situations and their rule of law dimensions, including in incorporating human rights and gender perspectives in all aspects of the substantive work; commitment to implementing the goal of gender equality by ensuring the equal participation and full involvement of women and men in all aspects of the work of the political mission.
Leadership - Ability to provide managerial leadership in overseeing work of a large office or section; ability to generate and communicate organizational direction as well as introduce and emphasize UN policies into dialogue processes (e.g., gender mainstreaming, human rights, etc.); demonstrated ability to provide leadership and take responsibility for incorporating gender perspectives into the substantive work; commitment to the goal of achieving gender balance in staffing.
Judgment/Decision-making - Demonstrated sound judgment in resolving issues/problems; ability to proactively seek and recommend sound policy initiatives.
Communications - Excellent and effective communication (verbal and written) skills, including ability to make and defend recommendations; diplomacy and tact; ability to persuade people with varying points of view; ability to present information in a concise and accurate manner; ability to convey difficult issues and positions to senior officials.
Teamwork - Excellent inter-personal skills with an ability to work and foster teamwork, encourage initiative and inspire and supervise staff in a multi-cultural, multi-ethnic, mixed gender environment with sensitivity and respect for diversity and integrity, as core values of the UN, combined with tact and strong interpersonal skills.
Education
Advanced University Degree (Master's or equivalent) in Political Science, International Relations, Social Science, Law or a related field. A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
Work Experience
At least 15 years of progressively responsible experience in areas of work relevant to the Mission's political, rule of law, and peacebuilding mandate. A proven track record of leadership and management in multicultural settings, including coordination of interdisciplinary teams is required. Experience coordinating the combined post-conflict peacebuilding efforts of a UN Mission, UN Country Team, and national stakeholders is desirable. Sound knowledge of the UN common systems rules and procedures is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and working knowledge of French is required. Knowledge of spoken Portuguese is desirable.
Assessment Method
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
