Organizational Setting and Reporting
This position is located in the Macroeconomic Policy Division of the Economic Commission for Africa. The Associate Programme Officer will report to the Director of the Macroeconomic Policy Division. The focus of this job is the implementation, monitoring and evaluation of programmes, operations and other activities in a Macroeconomic Policy Division.
Responsibilities
  • Within delegated authority, the Associate Programme Officer will be responsible for the following duties:
  • Works with key clients to facilitate the development, implementation and evaluation of assigned programmes and projects; monitors and analyzes specific aspects of programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and recommends corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
  • Provides substantive support for policy coordination and evaluation functions, including the review and analysis of emerging issues and trends, participation in evaluations or research activities and studies.
  • Assists in planning facilitating workshops and other interactive sessions and assisting in developing the action plan to manage these activities.
  • Provides administrative and substantive support to consultative and other meetings, conferences, etc., to include contacting proposed participants, assembling documents, handling logistics, etc.
  • Participates in field missions, including provision of substantive and administrative support, data collection, etc.
  • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and preparation of related documents/reports (pledging, work programme, programme budget, etc.).
  • Assists in the identification of local experts for the MDGs programmes, and the yearly Economic Report on Africa.
  • Collect data and background information from various sources related to the MDGs programmes and the African Union 2063 Agenda, the High Level Panel on Illicit Financial Flows from Africa.
  • Provide draft write-ups of relevant literature and information.
  • Develops and maintains close contact and frequent interaction with counterparts, officers and technical staff in relevant Secretariat units and in UN funds, programs and other UN specialized agencies, local government officials, community-based organizations, and other central agencies.
  • Performs other duties as required.

Education
A first-level university degree in business administration, management, economics or a related field.
Work Experience
A minimum of two years of progressively responsible experience in project/programme management, administration or related area.
Languages
Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage
Assessment Method
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
