Purpose of the Position Under the general guidance of the C4D Specialist (ACSD), the incumbent will be responsible for the design, formulation, management, execution, monitoring and evaluation of a behavioural change public information strategy, plan of action and programme activities in support of the repose to polio and other broader health / child survival initiatives, such as EPI; Water, Sanitation Hygiene (WASH); and Nutrition. Key Expected Results Under the guidance of the C4D and overall Polio Team, the staff will complete the following major tasks: 1. Programme communication programme strategy, plan and implementation for demand creation and behavioural change Design, manage, and facilitate the implementation of public Information strategy, plan of action and activities for strategic communication and promotion for social and behavioral change in support of polio and other broader health / child survival initiatives, such as EPI, WASH and Nutrition delivery. Participate in the budget planning and ensure the compliance and the optimal appropriation of allocated programme funds. Update budgets and monitor expenditure. Participate in strategy development and operational planning and ensure collaboration with broader health / child survival initiatives, such as EPI, WASH, Nutrition, as appropriate for the national plans and priorities. Define or revise indicators to measure progress of interventions. 2. Programme communication and Public Information messaging and materials Organize the research, development, pre-testing, and production of culturally relevant communication materials for mass and print media. Evaluate of mass media environment in Somalia, especially radio networks, specifically around the geographic constraints of the on-going SIAs, and other broader health / child survival initiatives, such as EPI, WASH, Nutrition programme focusing on consumption patterns and any available mass communication metrics and other tools. Work with the Social Mobilization, C4D and Media Teams to ensure that the messages deployed on the ground are in tandem with mass media messaging to improve recall and effectiveness across the board. Work with the C4D Team to create a content development plan, starting with message development and pre-testing to scheduling and adaptations for response to the polio outbreak and other country programmes 3. Partnerships for social mobilization Develop and enhance strong partnerships with media houses and marketing agencies for demand creation and promotion of participation in social and behavioral changes supportive of programme goals. Engage local media owners and leverage media buys to develop a content integration strategy operational. 4. Coordination, collaboration and oversight Ensure cross sectorial collaboration with relevant UNICEF programmes and other health initiatives in alignment with country programme plans and the polio endgame strategy Provide effective coordination and technical support to government counterparts and other partners in the development and strategic use of Public Information and Education for social development. Participate in and update regional and HQ partners on polio activities. Participate in regional coordination initiatives, updates and information sharing especially for the polio outbreak response. Coordination of creative and advertising activities Assist in the development of Scope of Work for creative agency and develop criteria for selecting a suitable agency to work with across the polio and other country programmes. Participate in the selection of agency and execution of roll out plans Work with the selected creative agency to develop the required media and execution plans for the upcoming polio and other broader health / child survival initiatives, such as EPI, WASH, Nutrition campaigns with performance benchmarking and built-in results reinvestments Monitoring and evaluation With the Assurance and M&E Teams explore monitoring systems to evaluate impact and deployment of the communication and public information programmes. In absence of any such tools, consider conducting spot surveys to provide impact assessment. Work with national M&E team to define polio specific and other broader health / child survival initiatives, such as EPI, WASH, Nutrition, as indicators for processes, outcomes and impact Oversee research activities, including liaising with agencies for social investigation and pretesting of materials and messages Provide country level updates for regional and global forums Deliverables Develop public information strategy for integrated messaging: Health, WASH, Nutrition Identify and ensure marking firm contracted to support development of messages and materials Long Term Agreements with radio and television stations in the zones Identify local partners within the zones who can support the development of mass media messages for both radio and television Roll out the public information strategy Document success stories on the use of media and social mobilisers Participate in preparing presentations for various fora Develop monitoring system to enable tracking outputs and impact Qualifications of Successful Candidate Advanced university degree in the social/behavioural sciences, (Mass Media Communication, Marketing and advertising, Psychology, and Health Education) with emphasis on Mass communication for demand creation and behaviour change and social mobilization. *A first university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of an advanced university degree.* Specialist qualifications in communication, advertising and marketing At least 5 years' experience in working with reputable national and international organizations Proven experience in the development sector, especially Polio, is highly desirable Knowledge and understanding of the Polio Eradication Initiative is critical Experience in developing mass media campaigns for health interventions and working with creative and media agencies is required Ability to work on a strict and ambitious timeline Proof of track record in crises management Competencies of Successful Candidate Core Competencies (Required) Communication, Working with People, Drive for Results Functional Competencies (Required) Formulating Strategies and Concepts, Analyzing, Applying Technical Expertise, Creativity Planning and Organizing Remarks The successful candidate for this emergency recruitment MUST be available to commence work within 31 days of receiving an offer.
