Background
I. Background
In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. In line with its 2014-2017 Strategic Plan, preventing and eliminating violence against women and girls is one of the key strategic priorities for UN Women. As part of its coordinating function to lead and coordinate the work of the UN system in the area of gender equality and women’s empowerment, UN Women hosts the global and regional Secretariats for the United Nations Secretary-General’s UNiTE to End Violence against Women Campaign and also serves as the Administrator to the UN Trust Fund in Support of Actions to Eliminate Violence against Women.
In Asia and the Pacific, as in other regions, UN Women is prioritizing the prevention of and response to violence against women and girls (VAWG) as part of its work under Development Results Framework 3 (“Women and girls live a life free from violence”). Progress towards this goal is achieved through the provision of technical advisory services and capacity-building of regional, national and local partners to support the development and implementation of laws and policies to prevent and respond to VAWG; the creation of knowledge and tools, including through research and practice; the implementation of evidence-based programmes, including Joint Programmes; and by leading and guiding UN system inter-agency coordination in this area.
In June 2013, UN Women Regional Office for Asia and the Pacific and the Government of Australia signed a cost-sharing agreement for a 2.5 year programme entitled Leveraging Technical Tools, Evidence and Community Engagement to Advance the Implementation of Laws and Provision of Services to Women Experiencing Violence in East and Southeast Asia: Phase I (2013-2015). The overall goal of this programme is to advance the implementation of laws and provision of services to women experiencing violence in Asia and the Pacific, with a particular focus on Southeast Asian countries. Under this goal, the focus will be on:
  •   Enhancing evidence and capacity on the implementation, monitoring and evaluation of national laws and action plans on VAWG;
  •   Increasing national evidence and capacity on costing the implementation of multi-sectoral critical services packages for VAW survivors;
  •   Strengthening regional evidence- and knowledge-sharing; and
  •   Increasing knowledge and capacity for community-led social mobilization. In Indonesia, UN Women is also already involved in a number of EVAW activities, such as the  Costing Study on Multisectoral Services to Women and Girls Subjected to Violence, supporting the provincial government of Papua to develop regulation on protection of domestic violence victims and survey on masculinity and violence against women. . UN Women woks together with government and civil society organization in campaigning for EVAW during 16 days of activism. 
    Given its programming needs in the area of VAWG in Indonesia,  UN Women Regional Office for Asia and the Pacific is now looking to hire a national programme officer at NOB level to support the planning, implementation, monitoring and reporting of programmes in this area, and to work with national and local partners in Indonesia  to strengthen their capacity to prevent and respond to VAWG in the country. 
    Duties and Responsibilities
    II. Duties and Responsibilities
    Under the direct supervision of the Regional Programme Manager, Ending Violence against Women, in the UN Women Regional Office for Asia and the Pacific and consultation with Country Manager, a.i., the EVAW Programme Officer  will be responsible for coordinating and monitoring the implementation and impact of the national component of the Australia-funded regional programme to EVAW/G in Indonesia, including by overseeing the following tasks:
    Summary of Key Functions:•  Oversee and coordinate EVAW/G programming within the Indonesia context, including through effective programme planning, implementation and reporting, establish linkage with gender responsive planning and budgeting initiative in the country, including integrating EVAW commitments into the annual planning and budgeting process of the key line ministries.
    •  Support the timely delivery of the Indonesia project component of the regional EVAW programme, through overall project monitoring and financial management.
    •  Build capacity of and coordinate with key national stakeholders, counterparts and partners.
    1. Oversee and coordinate EVAW/G programming within the Indonesia context, including through effective programme planning, implementation and reporting, including:a. Ensure the timely and quality planning and implementation of the programme, taking responsibility for overseeing the daily management and the delivery of results-based outcomes.
    b. Review, analyze and provide technical inputs into reports and other relevant materials on the state of VAW/G in Indonesia, and facilitate the sharing of good practices and lessons learned, including those from neighboring countries.
    c. Prepare substantive technical reports, such as narrative progress reports and other programme documents required, to UN Women HQ and/or RO, Governments and Donors.
    2. Support the timely delivery of the Indonesia component of the regional EVAW programme, through overall project monitoring and financial management, including:a. Oversee and manage budgets, finance, administration and procurement-related matters and functions in accordance with UN/UN Women rules and regulations.
    b. Monitor, analyze and evaluate technical and financial reports from partners, providing regular substantive and management support to resolve any challenges and ensure timely and quality delivery.
    c. Engage in regular field visits and closely liaise with and support UN Women Regional Office for Asia and the Pacific to facilitate the achievement of the above tasks.
    3. Build capacity of and coordinate with key national stakeholders, counterparts and partners, including:a. Build and maintain strong relationships with key inter-agency and partner stakeholders, including the UN Women Indonesia Office, Ministry of Women’s Empowerment and Child Protection and the National Commission on the Elimination of Violence Against Women , NGOs working on EVAW, other participating UN Agencies, the UN Women Regional Office for Asia and the Pacific and other national partners.
    b. Support the capacity-building of national counterparts and programme partners in developing, implementing, monitoring and reporting on evidence-based interventions to prevent and respond to VAW/G.
    c. Coordinate the 16 Days of Activism campaign and work closely with other development partners on EVAW events, including by providing resource materials.

    IV. Qualifications
    Education: Master’s Degree or equivalent in Gender and Development, International Relations, Public Administration, Law, Human Rights or related field.
    Experience:
    1.  At least 3 years’ relevant experience at the national and international levels in providing management support and in coordinating the design, implementation and monitoring of development programmes and projects.
    2.  Experience with policy and programming for human rights and gender equality, advocacy and results-based management, preferably in the UN context. Particular experience in the area of preventing and responding to violence against women and girls a distinct advantage.
    3.  Experience in preparing high-level meetings and coordinating with multiple entities and participants in this regard.  Experience in preparing background documents, agenda and talking points for such meetings.
    4.  Excellent verbal and written communications skills, including an ability to prepare succinct analytical documents and briefs in English.
    5.  Experience with office software packages.
    6.  Familiarity with the UN system and its coordination mechanisms would be an advantage.
    7.  Fluency in spoken and written English and Indonesian required.

Organizational Context
    Under direct supervision of the Programme Manager under the guidance of National Project Director (NPD), the Project Coordinator is responsible for the day-to-day management of the project outputs activities. The Project Coordinator is responsible for assisting and supporting the NPD in preparing, implementing and monitoring the project work plan and the achievement of outputs and targets as approved by the National Steering Committee. She/he will support the NPD for approving requests, for ensuring vital areas of institutional interest are addressed, and for handling any other programmatic or budgetary issues. The Project Coordinator is also responsible for assisting NPD to ensure a clear and strategic support line between Project Management Unit (PMU) and the Working Groups. He/she supports the NPD for organizing project implementation consistent with programme objectives engaging national counterparts and building reputation for quality design and reliable delivery.     • Analysis of the situation in the project, identification of operational and financial problems, development of solutions in coordination with NPD and programme staff of UNDP
    3. Effective management of the project focusing on implementation of the project, achieving the following results:
    • Provision of strategic direction and substantive guidance to project team, Technical Advisory Groups (TAGs) and consultants to perform their role under the LECB project in consultation with NPD;
    • Leading regular coordination meetings and dialogues with donors and other relevant stakeholders, including coordination of TAGs;
    • Preparation of annual and quarterly work plans/reports; elaboration of action plans; provision of technical advice to TAGs in finding information on specific topics (seeking donor and government support for technical inputs as directed by the NPD)
    • Timely submission of quarterly/progress reports to NPD, the Programme Manager responsible for the LECB Project in UNDP Indonesia, donors, counterparts and other relevant stakeholders, along with other reports which may be required, such as media briefings;
    • Coordinate and liaise with experts who facilitate working groups;
    • Create a standard operating procedure, including monitoring and evaluation mechanism and quality standards of performance, as appropriate, to measure the achievement of activities;
    • Along with the experts, constantly identify challenges and provide recommendations to manage risk of the project and ensure the smooth implementation;
    4. Ensures creation of strategic partnerships and support to the implementation of the resource mobilization focusing on achievement of the following results:
    • Creation and coordination of partnerships with development partners, government institutions, private sector, civil society etc in consultation with NPD and programme staff of UNDP;

    Background
    The Association of Southeast Asian Nations (ASEAN) Secretariat is the nerve centre of ASEAN, a regional inter-governmental organisation founded in 1967, to promote peace and stability, sustained economic growth, shared prosperity and social progress. It comprises the ten countries of Southeast Asia. The entry into force of the ASEAN Charter on 15 December 2008 had provided new impetus toASEAN's integration efforts by establishing a legal and institutional framework required to achieve the ASEAN Community by 2015. This includes the newly approved organisational structure of the ASEAN Secretariat that is aligned to the requirements of the Charter and the three Blueprints of the ASEAN Political-Security Community (APSC), the ASEAN Economic Community (AEC), and the ASEAN Socio-Cultural Community (ASCC). The ASEAN Secretariat is therefore well positioned to provide the necessary functions required to effectively support the community building process under the Charter and the Blueprints.
    Currently the ASEAN Secretariat is looking for a qualified candidate to fill the position of Assistant Director for Initiative for ASEAN Integration and Narrowing Development Gap Division under the Finance, Industry & Infrastructure Directorate. This position shall work in close cooperation and consultation with, and report directly to the Director for Finance, Industry and Infrastructure.
    Duties and Responsibilities
    The duties will cover, but are not limited to the following:
    1. Manage the Initiative for ASEAN Integration
    (a) Develop and oversee the implementation of IAI Strategy and its Work plan;
    (b)Provide policy and technical advices and, recommendations for IAl development, including providing relevant inputs into the drafting of sectoral work plans; and
    (c)Develop, implement and evaluate programs in support of the work plan.
    2. Manage work under sub-regional frameworks
    (a) Coordinate with sub-regional cooperation programmes of CLMV, BIMP-EAGA, GMS and IMT-GT; and
    (b) Monitor developments of related sub-regional cooperation programmes, amongst others, including Mekong-Japan, Lower Mekong Initiative, Mekong-Korea, Mekong- Gangga, Lanxang-Mekong.
    3. Coordinate NDG policy and programs across all three ASEAN pillars
    (a) Coordinate with other divisions and departments on cross cutting issues and projects pertaining to addressing Narrowing the Development Gap; and
    (b) Foster collaboration with dialogue partners, international organization and external parties in mobilizing resources to ensure the timely and effective implementation of IAI and NDG projects.
    4. Manage the operational activities of the Division
    (a) Manage, plan and approve tasks and activities of staff;
    (b) Provide guidance/direction for staffs on professional matters;
    (c) Foster teamwork and collaboration within the Division;
    (d) Conduct annual performance appraisals for staff, map training and professional development activities for individual staff;
    (e) Manage effectively all resources of the Division, including human, financial, and physical resources; and
    (f) Participate in and contribute to Divisional or Directorate management meetings.
    Qualifications and experience
    • Postgraduate Degree in Economics, Management or other appropriate specialist discipline related to the areas of work of this Division.
    • Extensive Supervisory experience, within management position with a minimum eight (8) years high-level experience preferably in public policy development and project management.
    • High-level technical skills and knowledge in area of responsibility.
    • Proven ability for accuracy under pressure and adherence to deadlines.
    • Demonstrated skills in problem solving, planning and the development of policies and procedures.
    • Demonstrated ability to motivate staff and work effectively with people at all levels of the organisation.
    • Demonstrated sound oral and written communication skills and sound interpersonal skills, including experience in cross-cultural environment and international settings.

    I. Background
    Context of the REDD+ initiative:
    President Susilo Bambang Yudhoyono, made a voluntary commitment to the world to reduce emissions as much as 26 percent under a business-as-usual scenario or up to 41 percent with international support by 2020.
    Committed to the cause, on 26 May 2010 the Governments of Indonesia and Norway signed a Letter of Intent (LoI) to establish a REDD+ Partnership. The first phase of this REDD+ Partnership (Phase 1) was to establish an agency with the capacity to implement and manage REDD+ projects initially in the pilot province Central Kalimantan and progressively in other priority provinces across Indonesia. A Task Force (Satuan Tugas, Satgas) was established to support this initial phase and, as of June 2013 at the end of the Task Force's mandate, the following progress was achieved:
    • Presidential Regulation regarding the establishment of a REDD+ Agency and governance of REDD+ in Indonesia is issued;
    • Finalisation of a REDD+ National Strategy (Stranas) and development of Provincial Strategies and Action Plans (PSAPs) for the eleven priority provinces;
    • Agreement on, and legal basis for, the structure and operations of a REDD+ Financial Instrument (FREDDI); its implementation awaits the establishment of the REDD+ Agency and the subsequent release of funding for Phase 2 of the LoI;
    • A methodology, partially trialled, for the structure and Standard Operating Procedures (SOPs) of the MRV technical unit; while international standards and an international/national REDD+ registry remain in development, the unit is ready for mobilisation following the establishment of the REDD+ Agency;
    • Legal review of regulatory requirements related to REDD+ implementation in particular land tenure, forest and peat-land governance, forest monitoring and law enforcement, consolidation of land concessions, and a Moratorium on all new concessions for conversion of peat and natural forest in Indonesia; and
    • Successful implementation of a wide range of projects by the REDD+ Task Force in the pilot province Central Kalimantan with a focus on developing an operational capacity and an enabling environment for REDD+ projects.
    These achievements have prepared a basic foundation for a future REDD+ national programme that aims to address the emission-reduction target for the forestry and peat-land sectors and the national long-term goals Assistantd with sustainable economic development and poverty reduction.
    Context of this TOR:
    The second phase of the Indonesian-Norway partnership will commence following the establishment of the REDD+ Agency and its technical units, the Funding Instrument (FREDDI) and the Measuring, Reporting and Verification (MRV). As the mandate of the REDD+ Task Force ended in June 2013, a REDD+ Special Team (Tim Khusus REDD+, Timsus) has been established by UKP-PPP to oversee the transition period required for the REDD+ Agency to be formally established and operational. This Special Team is assigned to ensure that those activities initiated by the REDD+ Task Force are either completed or further advanced with clear milestones and actions plans that will enable a seamless hand-over to the REDD+ Agency when it is operational. The mandate of this REDD+ Special Team will end in December 2013.
    Having established the REDD+ Body based on Presidential Decree 62/2013, President Susilo Bambang Yudhoyono has appointed Head of Badan REDD+ on December 2013. Soon after this appointment, the Head of Badaan REDD+ requested UNDP REDD+ PMU to support establishment of proper office for the Body to run its day to day operations.
    As further follow up to the request, REDD+ PMU decided to form a special team led by a Common Services Associate to take overall responsiblility in the office establishment as well as ensuring its proper technical General and Administration process during the establishment as well as the future maintanance.
    Under the overall guidance and supervision of the Common Services Associate, the Common Service Assistant (CSA) assists in providing overall administration and execution of varied and inter-related operational and logistical activites in establishing the REDD+ Body office, ensuring high quality and accuracy of work. The CSA promotes a client, quality and results-oriented approach.
    The CSA works in close collaboration with the Operations and Programme staff to exchange information and ensure consistent service delivery. He/She will also work on the day to day basis within the Operations team on Common Service matters. The interaction with the supervisor will take place on a daily basis, thus allowing continuous performance monitoring against the work plan.

    The key results have an impact on the efficiency and effectiveness of the work of REDD+ Common Service related matters. Accurate analysis and presentation of information, thoroughly researched and fully documented work strengthens the capacity of the office and facilitates subsequent action by the supervisor. Incumbent's own initiative is decisive in results of work and timely finalization.
    The Common Service arrangements result in economics of scale, increase bargaining power of UNDP REDD+, and enhanced realibility and quality of the services. He/She shall increase inter-agency collaboration, increased operational effeciency and ultimately operational transaction cost.

    I. Background
    The Education for Sustainable Development ESD/EDU unit in the UNESCO Jakarta office coordinates a range of activities that promote the re-orientation of education systems, educational institutions and teaching and learning processes toward the principles of sustainability.     II. Duties and requirements

    • Contribute to establish and reinforce professional contacts with other parts of UNESCO, research and government institutions, key organisations and individuals outside, in the field of ESD and education policy.
    • Co-operate with other UNESCO offices and institutes and stakeholders in this work, as required.
    • Liaise with relevant officials, notably with regard to data/information collection and monitoring of activities implemented at the field level.
    • Present the activities in relevant international events and deliver presentations and/or papers.
    4. Contribution to the Work Programme
    • Contribute to the overall development of the ESD/EDU unit's programme of activities, including project proposal processes.
    III. REQUIRED QUALIFICATIONS
    1. Education
    • Advanced university degree (Master or equivalent) in Education or related areas.
    2. Work Experience
    • Minimum 2 years of relevant experience in programme coordination, preferably intergovernmental, or non-governmental agencies. Significant experience in development work with an international organization is an advantage.
    3. Skills/Competencies
    • Proven experience in the development, implementation and evaluation of programs/projects related to education and ESD.
    • Experience in capacity development in the area of teachers and education in lower- and middle-income country contexts.
    • Good writing skills and ability to draft clear and concise reports.
    UNESCO DOES NOT CHARGE A FEE AT ANY STAGE OF THE RECRUITMENT PROCESS.
    • Good interpersonal skills and ability to maintain good working relations with colleagues and staff at all levels within and outside the Organization.
    • Ability to work in a multicultural environment and team cooperation.
    • Good computer skills.
    4. Languages
    • Excellent command of written and spoken English or French. Working knowledge of the other language would be an asset.
    IV. Benefits and Entitlements
    UNESCO's salaries are calculated in US dollars and exempt from income tax. They consist of a basic salary and a post adjustment which reflects the cost of living in a particular duty station and exchange rates. Other benefits include: 30 days annual leave, family allowance, home travel, education grant for dependent children, pension plan and medical insurance.
