Organizational Setting and Reporting
The position is located in the United Nations Global Service Centre (UNGSC), Brindisi, Italy. The Transport Officer is responsible for maintaining an adequate supply of spare parts, minor tools, equipment & associated materials to support the UN-owned vehicle fleet. The Transport Officer reports to the Chief Central Warehouse and Distribution (CCWDS).
Responsibilities
Within delegated authority, the Transport Officer will be responsible for the following duties:
Oversees the preparation and coordinates the raising of requisitions for spares parts for UN-owned vehicles, lubricants, consumables and workshop materials, taking into consideration the requirements of individual models based on the age and technical performance of each type;
Plans and develops supply chain options to meet the mission's operational needs, including the drafting of statements of requirements. In cooperation with the procurement staff, conduct local technical market surveys, in order to establish local sources of spare parts;
In consultation with the Transport Maintenance Manager, coordinates the raising of requisitions for workshop tools and items of special equipment necessary for the proper maintenance of the mission vehicle fleet;
Conducts evaluations of bids received from vendors by Procurement Section in response to Section requisitions;
Develops and implements the policy for inventory control and physical annual checks in accordance with standard UN rules and regulations;
Advises and develops lead times analysis and calculation policy, in order to determine stock levels, re-order levels and safety stocks, including seasonal trends. Determines group classifications for fast, medium and slow moving items;
Ensures accurate requisition case files are maintained, and appropriate follow up mechanisms are established to make sure the supply chain is sustained;
Manages established vehicle and equipment supply contracts to ensure vendor compliance, vendor performance and quality assurance. Maintains and monitors financial contract usage, including pre-encumbrance reports and advises on all repair and transportsupply accounts being managed;
Designs and manages warehousing layout, along with appropriate shelving, racking binning system in line with standard and accepted transport polices. Ensures that all supplies are stored safely and in proper storage conditions;
Supervises personnel assigned to his/her unit, including the evaluation of development/performance, the allocation of work assignments and the maintenance of staff attendance records;
Provides operational direction and instructions on all aspects of spare parts management to field missions, ensuring alignment with policies and instructions;
Follows up on the implementation of audit observations and other policy recommendations pertaining to the management of spare parts;
Reviews missions' proposals for vehicle spare parts budgets to ensure that they are within established missions' benchmarks and analysis of vehicle spare parts acquisitions for monitoring performance purposes;
Monitors and controls the completeness and accuracy of records in the inventory management system as well as mission's transactions with the exception of mission liquidation activities;
In addition to the above, the Transport Officer performs a variety of additional tasks as and when required by the CCWDS.

Education
Advanced university degree (Master's degree or equivalent) in Mechanical Engineering or any other related Transport Engineering related degrees is required. A first level university degree in combination with relevant professional training and extensive experience in transportation-related occupation, logistics, etc may be accepted in lieu of an advanced university degree. Member of an internationally recognized professional logistics or transport association is an asset.
Work Experience
A minimum of five years of progressively responsible experience in vehicle maintenance, spare parts and warehouse management, transport or supply management, including UN field experience; international transport management experience is desirable.
Languages
Fluency in oral and written English is required; knowledge of a second official UN language is an advantage.
Assessment Method
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
