Background
The Basel Convention on the control of trans-boundary movement of hazardous waste and their disposal (BC) was adopted in 1989 and entered into force in May 1992. Egypt has been a party since 1993. The core objectives of the convention focus on: minimizing transboundary movement of hazardous waste, reduction of its generation, and as appropriate disposal near its sources. Parties to this convention are obliged to effective implementation of such objectives through establishing the necessary measures for controlling trans-boundary movement of hazardous waste and the development of criteria for environmentally sound management of this waste.
Article 14 of the Basel Convention provides the basis for the establishment of regional support centers to assist Parties to this convention in achieving its objectives. The core functions of the Regional Centers are to promote environmentally sound management of hazardous waste through Training, Capacity building, Technology Transfer, Information sharing & exchange, Consulting services, and Awareness-raising programmes.
The conference of parties of the Basel convention adopted decision VI/9 to establish the Basel Convention Regional Center in Egypt (BCRC-Egypt) for Training and Technology Transfer for Arab States. The Government of Egypt has signed the framework agreement with the Secretariat of the Basel Convention for the legal establishment of the center, and it is now hosted and managed by Cairo University.
Inadequate Hazardous Waste (HW) management in most of the 22 Arab countries served by the BCRC-Egypt generates considerable public health and environmental problems, including contamination of soil and water. It also prevents the countries of the region from meeting their obligations under the Basel Convention. The Government of Finland has previously supported the BCRC-Egypt through the United Nations Environment Programme (UNEP) in 2006-2010 to develop the institutional capacity of the Center and explore the challenges concerning hazardous waste in the Arab countries.
Now a project financially managed by UNDP Egypt is proposed to be implemented in 2012-2014 with the overall objective of improving the environmentally sound management of hazardous waste and regional cooperation in controlling trans-boundary movements of this waste between the Arab countries. The purpose of the project is to develop BCRC-Egypt into a sustainable regional knowledge and service centre on hazardous waste issues for the Arab countries, as well as to consolidate the achievements of the previous phase of the project.
The project is financed by the Government of Finland and the Implementing Partner responsible of project activities and outputs will be BCRC-Egypt. BCRC-Egypt is now looking to contract a Technical Officer for initially one year, with the possibility for extension.
Duties and Responsibilities
Under the overall direction and supervision of the Project Director, the incumbent has the responsibility for the supporting the Project Director to deliver the project's outcomes and activities in accordance with the project document and agreed work plan. She/he will serve on a full-time basis and will be committed to support the Project Director in the day-to-day management of the project and for its successful implementation in line with the UNDP standards. The Technical Officer will be guided by and will report his/her substantive activities to the Project Director.
The specific tasks and responsibilities include the following:
  • Support the Project Director in overall general coordination, evaluation, management and supervision of project implementation;
  • Support setting up and manage the project office, including staff facilities and services, in accordance with the project work plan;
  • Under guidance of the Project Director support preparing inception report, project annual work plans, progress reports, etc.;
  • Prepare the ToRs for national and international consultants, follow up implementation and report progress to the Project Director;
  • Prepare training programmes designed for stakeholder's, With respect to project review cycle:
  • Ensure timely preparation and submission of required reports in the UNDP project cycle, including technical, and financial, reports;
  • Represent the project during review meetings, and evaluations, upon request from the Project Director.
  • Ensure effective dissemination of and access to information on project activities and results, (including an regularly updated project website);
  • Perform consulting assignments with clients by facilitating workshops, through interactive sessions and assisting in developing the action plan the client will use to manage change;
  • Initiate and coordinate outreach activities, conduct training workshops and seminars, provide logistical support to workshops outside Egypt, as needed;
  • Act as a technical secretariat to the Project Board;
  • Play a lead role in identifying significant issues and develop well-reasoned, innovative approaches in dealing with them;
  • Perform others coordinating tasks as appropriate for the successful implementation of the project in accordance with the project document and as requested by the Project Director.

Required Skills and Experience
Education Requirements:
  • University advanced degree (at least Masters Level) in technical- or environmental sciences, or other relevant discipline.
Work Experience:
  • At least 7 years of professional work experience in the related areas the project is dealing with, including hazardous waste management, social development, environmental management and programme evaluation and coordination;
  • Scientific knowledge in hazardous waste management and technical knowledge in issues involved in hazardous waste trans-boundary movement is an asset;
  • Previous project management experience is preferable;
  • Proven good analytical and problem solving skills;
  • Proven work experience with MS Office applications is a must;
  • Previous work experience with international agencies projects is an asset.
Language Requirements:
  • Fluency in both Arabic (working language of the BCRC Egypt) as well as in English (working language of the Basel Secretariat and UNDP) are a must;
  • Good communication, presentation and writing skills in both English and Arabic.
