Background
The United Nations Human Settlements Programme, UN-Habitat, is the United Nations agency for human settlements. To guide our engagements in this area, building on Habitat Agenda, the Agency's Strategic Policy on Human Settlements in Crisis was developed articulating UN-Habitat's role in the area of human settlements in crisis based on the previous experiences for resiliency and vulnerability reduction by using crisis as an opportunity to rebuild resilient communities.
UN-Habitat has been involved in disaster management and reconstruction of disaster-damaged areas since its inception in 1978. UN-Habitat operations in Asia include activities in Afghanistan, Bangladesh, Indonesia, Iran, Myanmar, Nepal, Pakistan, Philippines, Laos, Cambodia and Sri Lanka, under overall supervision of the Regional Office for Asia and the Pacific (ROAP) based in Fukuoka, Japan. UN-Habitat Myanmar established its presence in the early 1990-Ÿs through 2004 where the agency pioneered the 'People's Process by establishing the first community-led projects in the Dry Zone, Shan State and the Delta. Over 2.1 million people were supported though developing community social infrastructure networks and facilitating access to safe water. The agency also designed the Human Development Initiative for UNDP and has partnered in implementation of HDI 1, HDI 2 and HDI 3. Today UN-HABITAT continues to implement operational activities in focusing on Shelter, basic access services and WASH, Disaster Risk Reduction (DRR), Climate Change Adaptation (CCA) and Urban Development.
As part of a humanitarian assistance programme targeting communities of Yangon Division, the Dry Zone and Southern Shan State, UN-Habitat is going to implement 'Shae Thot' (Burmese for the Way Forward), a water and sanitation programme which activities will prioritize the transfer and development of skills through hands-on-training and community-driven approaches. In this context, UN-Habitat Myanmar is looking for the service of a Township Coordinator.
DUTIES AND RESPONSIBILITIES
The Township Coordinator will work under the supervision of the Project Manager, all under the overall guidance of the Country Programme Manager. The Township Coordinator will be responsible for the following main tasks:
- Supervise the project township staffs in carrying out their activities in ways consistent with the project objectives and strategies
- Ensure that township project personnel, selected beneficiary representatives and members of other organizations associated with the project are familiar with the objectives, strategies and procedures of the project
- Co-ordinate and liaise with township and district level officials
- Prepare Township Annual Work Plan and budgets and their revisions as and when required Identify local implementing partners in the area
- Coordinate with the central office (Yangon) regarding logistics and procurement arrangements for approved community/group activities such as to ensure effective and timely delivery of project inputs
- Oversee the proper maintenance of project accounts in the project township
- Oversee training in the project area in conformity with the project-Ÿs training strategy and program
- Oversee the collection of village, village tract and township level data for planning and monitoring
- Prepare and submit reports as required
QUALIFICATIONS AND EXPERIENCE
- A university degree in civil engineering, A.G.T.I (Civil) or closely related discipline
- At least three years of progressive, proven experience in demand driven community water supply , environmental sanitation and related community infrastructure/shelter would be considerable advantage
- Strong interpersonal and advocacy skills are mandatory for facilitating participation of communities in project activities
- Good computer skills including Ms-Office (Word, Excel & PowerPoint) and Auto-Cad drawing is an advantage Good team spirit and respect for diversity Matured with good communication and management skills
- Proficient in written and spoken English and Myanmar
- Experience in working and dealing with INGOs and UN agencies will be an advantage
- Good relationship with government departments at township and district levels
