Background:
The Association of Southeast Asian Nations (ASEAN) Secretariat is the nerve centre ofASEAN, a regional inter-governmental organisation founded in 1967, to promote peace andstability, sustained economic growth, shared prosperity and social progress. It comprisesthe ten countries of Southeast Asia.
The entry into force of the ASEAN Charter on 15 December 2008 had provided new impetusto ASEAN's integration efforts by establishing a legal and institutional framework requiredto achieve the ASEAN Community by 2015. This includes the newly approved organisationalstructure of the ASEAN Secretariat (ASEC) that is aligned to the requirements of the Charterand the three Blueprints of the ASEAN Political-Security Community (APSC), the ASEANEconomic Community (AEC), and the ASEAN Socio-Cultural Community (ASCC). The ASEANSecretariat is therefore well positioned to provide the necessary functions required toeffectively support the community building process under the Charter and the Blueprints.
Currently, the ASEAN Secretariat is looking for a suitable candidate to fill the vacancy ofTechnical Officer Consumer Protection who will work under the Competition, ConsumerProtection & IPR Division (CCPID), which manages and provides significant technical inputsinto ASEAN cooperation in competition policy and law, intellectual property rights (IPRs),consumer protection, small and medium-sized enterprises (SMEs), public-private sector
Duties and Responsibilities:
The duties will cover, but not be limited to, the following:
1. Provide technical and administrative support to the ASEAN sectoral bodies with respectto facilitating meetings on Consumer Protection:
  • Preparing and coordinating the relevant documents and for the meetings, i.e. agendas, information/discussion papers and/or meeting reports;
  • Arranging meeting logistics;
  • Conducting the rapporteuring works in the meetings;
  • Assisting in facilitating discussions in the meetings; and
  • Undertaking and coordinating the follow-up actions and decisions with ASEAN Member States and Dialogue Partners.
2. Provide administrative support with respect to implementation of programmes andprojects in the area of consumer protection and related matters
  • Assisting in formulating, appraising and implementing programmes/projects;
  • Engaging in the implementation of programmes/projects;
  • Monitoring the implementation of programmes/projects;
  • Maintaining and managing data/records/documentation of programmes/projects; and
  • Organizing related seminars/workshops.
3. Facilitate negotiation among ASEAN Member States with regard to consumer protectionand related matters
  • Compiling data and background information on related issues;
  • Providing inputs as necessary on related issues; and
  • Assisting ASEAN Member States in resolving the issues.
4.Liaise with donor organisations to secure funding and cooperation and assist in theimplementation and monitoring of consumer protection-related projects from donorpartners, among others:
  • ASEAN-Australia Development Cooperation Program Phase II (AADCP II);
  • United States Federal Trade Commission;
  • Korea Consumer Agency;
  • Organisation for Economic Cooperation and Development (OECD;e. GS1; andf. Australian Competition and Consumer Commission.
Qualifications and Experience:
  • Bachelor Degree in Economics, Law, Management, Industrial Engineering or its equivalentwith at least five (5) years relevant working experience.Candidate with Advanced Degreein International Economics, International Business and Economic Law, InternationalTrade, Business/Management, or an appropriate related field or discipline with three (3)
  • Demonstrated knowledge and policy, research and technical skills in the relevant area and ability to acquire them.
  • Demonstrated ability to develop and maintain sound working relationships withstakeholders and/or dialogue partners.
  • Demonstrated ability to plan and organise tasks and work flows, with proven ability foraccuracy under pressure and adherence to deadlines
  • Demonstrated sound oral and written communication skills and sound interpersonalskills, including experience in cross-cultural environment and international settings. Demonstrated commitment to collaborative work practices
  • Proven skills in problem solving in a complex organisational environment and in workplanning
  • Ability to multi-task, work long and irregular hours, perform tasks outside the usual jobscope, and willingness to travel frequently on short notice
  • Good command of English, written and spoken.
  • Competency in computer skills with adequate knowledge of Microsoft Office and Outlookwhere relevant to the position.
Remuneration and Benefits
Successful candidatewill be offered the post with a probation period of six months andmonthly salary starting from IDR 5,000,000. There are other applicable benefits whichinclude monthly transportation allowance, outpatient medical reimbursement,hospitalization insurance, and an annual bonus of a month's basic salary. Upon completionof the probationary period, the candidate will be confirmed on an initial up to three-yearcontract, inclusive of the six-month probationary period.
