Description
Background:
The Association of Southeast Asian Nations (ASEAN) Secretariat is the nerve centre ofASEAN, a regional inter-governmental organisation founded in 1967, to promote peaceand stability, sustained economic growth, shared prosperity and social progress. Itcomprises the ten countries of Southeast Asia.
The entry into force of the ASEAN Charter on 15 December 2008 had provided newimpetus to ASEAN's integration efforts by establishing a legal and institutionalframework required to achieve the ASEAN Community by 2015. This includes the newlyapproved organizational structure of the ASEAN Secretariat that is aligned to therequirements of the Charter and the three Blueprints of the ASEAN Political-SecurityCommunity (APSC), the ASEAN Economic Community (AEC), and the ASEAN Socio-Cultural Community (ASCC).
The ASEAN Leaders adopted the Master Plan on ASEAN Connectivity on 28 October2010 at the 17th ASEAN Summit which identified key strategies and actions to facilitateregional integration through the enhancement of physical, institutional and people-to-people connectivity.Currently the ASEAN Secretariat is looking for a qualified candidate to fill the position ofSenior Officer under the ASEAN Connectivity Division of the Office of Secretary-Generalof ASEAN.
Duties and Responsibilities:
1. Provide technical advices and recommendations through the undertaking ofresearch works and technical papers to support the implementation of Master Plan onASEAN Connectivity;
2. Support the development, implementation and monitoring of projects in theMaster Plan on ASEAN Connectivity, amongst others, including assessing its technicaland financial viability (e.g., drafting terms of reference for feasibility studies),identifying appropriate financing mechanisms and potential sources of financing for theprojects, monitoring the implementation of the projects (including project appraisalprocess);
3. Work closely with desk officers who are working directly on the three pillars of theMaster Plan on ASEAN Connectivity including physical, institutional and people-to-people;
4. Engage interested external entities (including dialogue and development partners,and private sector) on their possible roles in the implementation of the Master Plan onASEAN Connectivity;
5. Develop promotional materials and participate in national, regional andinternational outreach program for the Master plan on ASEAN Connectivity;
6. Facilitate the meetings of existing and future entities (including ASEANConnectivity Coordinating Committee) involve in the implementation of Master Plan onASEAN Connectivity the preparation of technical papers, drafting of reports, and servingas resource persons; and
7. Prepare regular reports on the progress of implementing the Master Plan onASEAN Connectivity.
Requirements
- Advanced degree in economics, business management or other appropriatediscipline;
- A minimum of six (6) years of working experience in project managementincluding resources mobilization. and public-private-partnership (PPP) projects;
- Demonstrated ability to develop, implement, monitor and review policy andprocedures;
- Demonstrates ability to plan and organise tasks and work flows, with provenability for accuracy under pressure and adherence to deadlines;
- Excellent oral and written communication skills, interpersonal skills, includingexperience in cross-cultural environment and international settings.

General qualifications:
Computer literacy and proficiency in the use of Microsoft Office tools; ability to multi-task, work long and irregular hours, and perform tasks outside the usual job scope;ability to function effectively, independently and as part of a team; and a willingness totravel on short notice.
Remuneration and Benefits:
Successful candidate will be offered the post with a probation period of six months andmonthly salary starting from USD 2,900. There are other applicable benefits whichinclude housing, medical, education of dependent children, and gratuity. Uponcompletion of the probationary period, the candidate will be confirmed for up to three-year contract, inclusive of the six-month probationary period, in the first instance.
