Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. Context: Under the overall supervision of the Chief of Mission in Kabul and the direct supervision of the Community Cohesion Initiative (CCI) Programme Manager and the Senior Resource Management Officer (SRMO), the successful candidate will supervise all administrative and financial matters related to CCI.

The CCI programme is funded by the Office of Transition Initiatives (OTI). Through CCI, IOM seeks to improve community stabilization in order to foster an enabling environment for sustainable peace and traditional development programmes. This is done by strengthening ties between and among local actors, customary governance structures, and the local government authorities. To achieve these objectives, CCI will design and implement small- grant activities through a process-oriented, community driven approach and will emphasize project processes. The IOM/CCI programme will be primarily focused in the North and West of Afghanistan.
Core Functions / Responsibilities:
1. Assist the Programme Manager in management of administrative, human resources, financial and budgetary aspects of all CCI activities in Afghanistan and in close coordination with the RMO.
2. Monitor the financial statues of CCI project activities and regularly report the status to the Programme Manager, donor and other stakeholders. Evaluate regular financial reports and take action to resolve anomalies and unusual trends. In coordination with the SRMO, advise the Programme Manager and CoM regarding unusual trends.
3. Prepare and revise budgets and PRISM project structures for CCI. Analyze variances between budget and actual expenditures. Review and consolidate budgets and narrative reports for CCI prior to submission to donors and other stakeholders. Work with the Programme Manager in the preparation and modification of budgets when applicable.
4. In accordance with IOM's established policies and procedures and donor requirements, coordinate the preparation of donor financial reports including pipeline updates and PRISM/CCI database reconciliations and monthly and quarterly reports.
5. Oversee and supervise the smooth functioning of the CCI support staff including compliance with IOM general instructions on areas of administrative, finance, HR and security; verification and certification of service providers, vendors, contractors and grantees invoices and progress certificates; and financial reports. Ensure that CCI purchases and sub-grants are recorded in PRISM in a timely manner.
6. Review agreements and contracts with various service providers, suppliers, contractors, grantees and partners in coordination with SRMO in IOM Afghanistan and the Legal Department.
7. Coordinate with the Grants Manager on the reconciliation exercise of all grants expenditure between the Database and PRISM on a monthly basis. Track possible discrepancies and undertake the required corrections in PRISM to facilitate the reconciliation of the expenditures.
8. Assist the RMO in forecasting cash flows according to the activities of CCI and ensure funding is received in accordance with the donor agreement.
9. Assist in managing the human resources function and implement decisions on recruitment, retention, SES implementation, promotion and separation of CCI project support staff in accordance with HR regulations, rules, policies and procedures and help to resolve difficult or sensitive cases.
10. Review existing systems and procedures and, if necessary, recommend possible improvements to strengthen internal monitoring, evaluation and control systems and improve efficiency and effectiveness. Train the CCI project support staff on IOM's administrative/financial and human resources policies and procedures.
11. Closely collaborate with RMO colleagues to ensure a seamless coverage of the resources management function, both for the general office functions as well as for CCI.
12. Perform such other duties as may be assigned.

Required Qualifications and Experience
a) completed advanced university degree from an accredited academic institution in Finance/Accounting, Public Administration or Business Administration, with a professional certification as chartered accountant or certified public accountant;
b) two years professional experience (or four years of experience for candidates holding a first level university degree) in financial management, accounting and budgeting;
c) experience working in insecure environments, preferably Phase III or above;
d) experience with internal control assessment, internal audit and or external audit;
e) knowledge of IOM's regulations, policies and procedures;
f) experience with international institutions knowledge of IPSAS and SAP highly desirable;
g) knowledge of IOM accounting systems, software and procedures a distinct advantage. Languages Fluency in English is required. Working knowledge of Dari or Pashtu an advantage.
