Description

Background:
The Association of Southeast Asian Nations (ASEAN) Secretariat is the nerve centre of ASEAN, aregional inter-governmental organisation founded in 1967, to promote peace and stability, sustainedeconomic growth, shared prosperity and social progress. It comprises the ten countries of SoutheastAsia.ASEAN has signed the Agreement Establishing the ASEAN-Australia-New Zealand Free Trade Area(AANZFTA) and this will be implemented on 1 January 2010. To assist the FTA Joint Committee and theParties in the implementation of the AANZFTA and support the management of the AANZFTA EconomicCooperation Work Programme, a Support Unit has been established at the External Economic RelationsDivision (EERD) of the Market Integration Directorate of the ASEAN Secretariat. This Unit will performthe following functions:
  • provide information to the FTA Joint Committee to assist in decision making andimplementing decisions;
  • assist Parties track implementation progress of the AANZFTA and identify successes tobuild upon as well as problems to be addressed;
  • support capacity development of national institutions of parties to address implementationgaps;
  • assist development of regional mechanisms for effective cooperation and collaboration inthe execution of the Agreement;
  • support Parties in the promotion of the Agreement.
Terms of Reference:
The Technical Officer shall provide the necessary technical and administrative support primarily in theimplementation of AANZFTA Economic Cooperation Work Programme (ECWP) and AANZFTA SupportUnit Activities.
Duties and Responsibilities:
1. Assist in the implementation of ECWP projects and AANZFTA Support Unit (ASU) activities. TheTO will be assigned activities where he/she will lead the organisation and/or logisticalarrangements at the venue of activity; corresponding with organisers, participants, andspeakers; preparing working budget; and managing documentation as required;
2. Assist in the monitoring and evaluation (M&E) of the individual activities, specifically through:
(a)preparation of preliminary data analysis of the participant evaluations;
(b) undertaking of follow-up emails to select participants after the event; and
(c) updating of the M&E database for futureuse;
3. Provide inputs (e.g., primarily activity details and summary of expenditures for each activity), toProgramme templates for Project Progress Reports and Project Completion Reports of ECWPand ASU activities assigned to him/her;
4. Assist in website updating and uploading of documents in the AANZFTA website;
5. In the course of implementing ECWP and ASU activities, coordinate and liaise with relevantdivisions/units of the ASEAN Secretariat, consultants (if applicable), and with the Parties (i.e.,10ASEAN Member States, Australia and New Zealand) designated focal points and relevantagencies;
6. Perform other duties and responsibilities as may be assigned by the ASU ProgrammeCoordinator.
Qualifications:
  • Actual experience in overall project management (e.g., organising capacity-building/training, workshops, conferences, and similar activities that are international in nature; preparing budgetsand expenditure reports; and undertaking monitoring and evaluation of projects/activities);
  • Bachelor's degree in management, economics, business administration and/or any other related social science discipline; Master's degree is an advantage;
  • Excellent written and verbal communication skills, with demonstrated English proficiency;
  • Computer literacy and proficiency in the use of Microsoft Office tools; knowledge and experience ininformation database management desirable;
  • Previous work experience in ASEAN Secretariat is an advantage but not required;
  • Knowledge on WTO, international trade, regional integration, FTAs and market access, desirable.
Others:
  • Ability to multi-task and effective time management skills to be able to respond to day-to-dayrequirements of ASU operations;
  • Ability to function effectively, independently and as part of a team;
  • Attention to detail in performing his/her tasks;
  • Willingness to travel frequently on short notice;
  • Willingness to learn new areas and topics as well as regional and global developments in a range of emerging issues.
Remuneration and Benefits:
An attractive remuneration package will be offered commensurate with experience and qualification ofthe successful candidate. Upon completion of the probationary period, the candidate will be confirmedfor the assignment, up to the duration of the Programme.
