The objective of the Nuclear Energy Agency Legal Affairs division (NEA/JUR) is to help create sound national and international legal regimes required for the safe, environmentally friendly and economical use of nuclear energy for peaceful purposes, including international trade in nuclear materials and equipment, to address issues of liability and compensation for nuclear damage, and to serve as a centre for nuclear law information and education.
NEA is looking for a Lawyer with sound legal qualifications and relevant experience to serve as a member of the Legal Affairs Section. This person will work principally on the Legal Affairs information, publication and education programmes. S/he will also work on Nuclear Law Committee matters relating to international co-operation in the field of nuclear law. The person will work under the supervision of the Head of Legal Affairs of the Agency.
Main Responsibilities
Co-ordination, liaison and representation
· Prepare and co-ordinate publications on nuclear energy law, particularly the Nuclear Law Bulletin, the web-based service €œNuclear Legislation in OECD countries € and other special publications, e.g. proceedings of workshops.
· Manage the academic, logistic, budgetary and administrative aspects of the International School of Nuclear Law, a 2-week educational programme jointly organised with the University of Montpellier 1, and the International Nuclear Law Essentials, a one-week course held in Paris.
· Represent the NEA at conferences, seminars and meetings of member countries, other OECD Committees or international organisations/associations.
Advice and support
· Provide legal secretariat services to the Nuclear Law Committee and other legal working groups on nuclear law matters generally and nuclear liability issues specifically\: e.g. preparation of legal opinions and working documents (research and information notes, comparative studies, summary records, etc.).
· Provide legal assistance for the establishment of international joint projects for research and development, data exchange or other forms of co-operation, including negotiating and drafting international agreements and other relevant instruments.
Other responsibilities
· Respond to outside requests for information on nuclear law matters and supervise the work of consultants and legal trainees assigned to the Section.
· Undertake other tasks as assigned by the Head of Legal Affairs.
Candidate's profile
Academic Background
· An advanced university degree in Law, preferably in the field of public international law, energy law or environmental law.
· Knowledge of nuclear law would be an asset.
Professional Background
· Three to seven years' relevant professional experience, either within a national government or an international organisation or as external or in-house counsel to a company or other organisation with a strong international orientation and in nuclear law or another relevant field.
· Confirmed ability to produce high quality drafts of legal instruments and legal opinions.
· Experience working, or ability to work, both on an independent basis and as a member of a multicultural team, including supervising junior staff.
Languages and communication
· An excellent written and oral command of one of the two official languages of the OECD (English and French) and working knowledge of, or willingness to learn, the other.
· Knowledge of other languages would be an asset.
· Ability to communicate with tact and diplomacy in professional relationships with officials in member countries, in other OECD Directorates, in other international organisations and with representatives of the nuclear industry and other stakeholders.

Contract Duration
3-year fixed term, with the possibility of renewal.
What the OECD offers
Monthly base salary range starts at 5 439 EUR to 6 711 EUR, exempt of French income tax, plus allowances based on eligibility.
N.B. The appointment may initially be made at the level immediately below if the qualifications and professional experience of the selected applicant correspond to that level; in this case, the duties and responsibilities assigned to the post will be adjusted accordingly.
