Organizational Setting and Reporting
This position is located in the Regional Office for Eastern Africa (ROEA) of the United Nations Office on Drugs and Crime (UNODC) in Nairobi, Kenya. The Senior Programme Officer reports to the Regional Representative, ROEA, and works in close cooperation with the Division for Operations (particularly the Justice Section (JS)), and the Division for Treaty Affairs (DTA) at UNODC headquarters.

Responsibilities
The Senior Programme Officer will be responsible for teh overall management, coordination and implementation of the UNODC Maritime Crime Programme (MCP) for the Horn of African and the Indian Ocean Region and will in particular perform the following tasks:
Take the lead for overall strategy development, management, co-ordination, implementation, evaluation and planning for the Maritime Crime Programme (MCP) for the Horn of Africa and the Indian Ocean Region (HoA/IO), according to approved project/programme document/revisions, donor funding agreements, valid policies and financial rules and regulations, costed work plans, and in coordination with Regional Office programming; identify problems and issues to be addressed and initiate corrective actions; liaise with relevant parties; ensure follow-up actions.
Oversee the coordination of activities related to project expenditures and utilization of funds, project and/or budget revisions, preparation and dissemination of costed work plans, terms of reference and other related project documentation, and preparation of various written outputs and reports, and in compliance with applicable UN financial, administrative and operational rules and regulations.
Provide substantive reviews and quality control and services, and ensure they are carried out to high quality standards.
Provide policy advice and guidance to high-level authorities within the Horn of Africa/Indian Ocean region on MCP related matters.
Lead and/or supervise large and complex field missions, guide and mentor external consultants, government officials and other parties, serve as official spokesperson and represent UNODC in various forums (meetings, conferences, high level working groups, etc) dealing with MCP matters. Provide senior expert advice and guidance on UNODC's involvement in broad counter piracy and counter maritime crime work in other geographical areas.
Manage and foster strategic and working level relations with donors, development partners and other stakeholders. Take the lead to make project achievements known and identify areas of new assistance. Liaise with and regularly brief donors, funding and co-operating agencies, and implementing partners, and internal UNODC and UN stakeholders.
Co-ordinate with and support the work of the HQ Counter Piracy and Maritime Crime team, as well as the work of the "Inter-divisional task force on Counter Piracy" in HQ.
Manage Human and Financial resources, supervise and support the professional development of staff, evaluate staff performance, interview and evaluate candidates, mentor and guide consultants, interns and Associate Experts and orient their efforts and contributions towards the achievement of programme objectives. Foster teamwork and communication.
Perform other duties as required.

Education
An advanced university degree (Master's degree or equivalent) in law, criminology or relevant social or political area with adequate focus on international maritime law, criminal justice and/or law enforcement issues is required. A first-level university degree in similar fields and in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of ten years of progressively responsible experience in a military or naval service or law enforcement, including in the fields of crime prevention, criminal justice and/or project / programme management as they relate to maritime piracy is required. Work experience in issues related to the law of the sea is required. Experience in international cooperation in the maritime area including participation in joint military operations, crime prevention, criminal justice and/or law enforcement and experience in programme/project elaboration, implementation and monitoring is required. A broad understanding of the situation in Eastern Africa and the Horn of Africa as well as experience in working with conflict and post conflict countries is required. Qualifying years of experience are calculated following the receipt of the first university degree recognized by the United Nations.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency English, i.e. oral and written proficiency, is required. Knowledge of another United Nations language is an advantage.
Assessment Method
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
