Organizational Setting and Reporting
These positions are located in United Nations field Peacekeeping Operations and Special Political missions. The Fire Safety Officer at FS-4 level reports to the Officer in Charge Fire Safety Unit or delegated authority on all aspects and issues of fire safety.
Responsibilities
- Within limits of delegated authority, the Fire Safety Officer at the FS-4 level may be responsible for the following duties: (These duties are generic and may not be performed by all Fire Safety Officers)
- Assists the Officer in Charge of the Fire Unit in the management of all aspects of fire safety;
- Maintains productive and efficient liaison and cooperation with authorities of host government fire, disaster relief and emergency services;
- Ensures the effective management of a 24/7 Fire Service capable of controlling fire incidents, car accidents, HAZMAT spills and other emergency situations;
- Assists in drafting the Fire Safety Plan and Emergency Evacuation Plan; coordinates drills and training sessions;
- Provides support, supervision and coordination as set forth in the facility-specific Fire Safety Plan and Emergency Evacuation Plan;
- Ensures the coordination of fire safety issues with facilities mission's personnel, host country authorities and organization management;
- Conducts regular fire risk assessments and fire safety inspections, as well as frequent fire safety patrols; reports all shortcomings and makes recommendations aimed at implementing measures to correct shortcomings and potential hazards, and to bring the premises/facilities to applicable fire safety standards;
- Plans and carries out facility evacuation / fire drill exercises at least twice a year.
- Assists in the technical assessment of Fire Detection and Alarm Systems (FDAS)
- Assists in drafting specifications for all equipment and devices, including FDAS and Personal Protective Equipment (PPE) such as: protective clothing, self contained breathing apparatuses (SCBA, incl. filling compressors), fire extinguishers, hoses and nozzles, portable pumps, rescue equipment, etc., and maintains full state of readiness for all equipment and installations available;
- Assists in planning static installations and systems such as: FDAS, standpipes, water supply, extinguishing systems, spill basins, construction components (fire partition), lightning protection, explosion proof installations, smoke extraction systems, public address systems, etc.
- Maintains a functional Fire Warden System;
- Engages in fire/emergency intervention as and when required, as set forth in the Fire Safety Plan;
- Conducts fire safety awareness briefings and training as assigned;
- Conducts basic fire prevention and suppression training for unit's personnel as part of the Fire Safety Plan;
- Coordinates training in the field of fire safety;
- Checks that a competent certified entity conducts periodic inspection and maintenance of fire safety and fire suppression systems;
- Maintains accurate records on all above and monitors compliance with the Fire Safety Plan as well as with HC regulations;
- Performs any other fire safety related duties as directed;

- UN personnel in Headquarters and field missions
- Mission Support personnel
- Project personnel
- Security personnel
- Fire Safety Officers in other UN bodies
- Local fire safety and emergency service officials
- Fire safety officers of other national and international organizations

Education
- High school diploma or equivalent technical or vocational certificate;
- Certificate from a Fire College, Fire Brigade School, Fire Training Centre or similar for position of at least Fire Service Team Leader is required;
- Certificates for Technical Fire Protection, Technical Rescue Operations, Hazardous Materials (basic) and use and maintenance of self contained breathing apparatuses (SCBA) are required.
Work Experience
- A minimum of six years with high school diploma of progressively responsible experience in a public fire service is required; of which
- A minimum of five years of progressively responsible experience in a managerial position, to include a position of a Fire Service Supervisor is required;
- At least two years experience and exposure at the international level in a fire safety position is required;
- Other:
- At least one year of experience in a conflict or a post conflict environment is desirable;
- Experience in training of Fire Officers, in fire prevention and suppression tactics and techniques, and the operation of fire vehicles is desirable;
Languages
- English and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in oral and written English is required.
- Knowledge of another official United Nations language is an advantage. (Other languages may be a requirement for a specific position offered)
Assessment Method
- Evaluation of qualified candidates will include a knowledge based assessment exercise which will be followed by competency-based interview.
Special Notice
Candidates must be medically and physically fit for use of heavy breathing apparatus.
