Job Purpose:

Leverage on knowledge in potential application of information, communication and technology to a variety of economic and social development opportunity. Take the lead in planning, developing and executing investment, technical assistance (TA), and research projects and program in information and communications technology (ICT) , and work closely with the department management in the identification of opportunities of potential ADB projects in the assigned sector. Work within general policies, principles and goals, working directly with clients.

Expected Outcomes
Strategy and PlanningLead in the development of policy and strategies and sectoral road maps for the ICT investment and application in the Pacific Developing Member Countries (DMCs), in consultation with relevant government agencies, development partners and Resident Missions (RMs) in the region.
Lead in developing regional ICT strategies and programs as well as in initiating regional projects in consultation with national and regional organizations and international financial agencies, including intra-regional exchange of experiences, best practices and lessons.
Lead policy dialogue to assist governments to undertake reforms in the ICT, ensure efficient use of resources and encourage participation of the private sector in some major infrastructure projects.
Lead and participate in country teams and provide sector inputs for Country Partnership Strategy (CPS).
Lead in conducting thematic work around the areas of ICT sector and application of the ICT to sustainable and inclusive economic development and poverty reduction.
Lead and undertake inter-regional studies and research to promote new technologies, policies and sector assessments.

Project DevelopmentEnsure quality and compliance of lending and non-lending products and operations in the ICT projects.
Lead in identifying, designing and processing loan, grant and TA projects.
Provide guidance and functional oversight related to project administration among division staff to ensure timely implementation and performance reporting, timely fielding of missions, etc.
Facilitate effective liaison and coordination with development agencies on program loans and investment projects.
Ensure key technical, economic, financial and cross-cutting issues are incorporated into projects.

Capacity BuildingLead in conducting capacity building activities in sector policies and practices of relevant public and private entities.
Serve as the focal point for coordination with other divisions/departments concerning the ICT.

Knowledge SharingServe as a contributor to knowledge management, responsible for the planning through the preparation of knowledge management activities (e.g., workshops, publications) on issues that are relevant to the Pacific Developing Member Countries.
Represent ADB and participate in government and development partners meetings and working groups on ICT, as assigned, for knowledge sharing and coordinating and promoting ADB’s ICT initiatives in the Pacific region.

Staff SupervisionTake the role of coach to develop capabilities/potential of reporting staff.
Supervise the performance of reporting staff with oversight from a more senior staff, providing clear direction and regular monitoring and feedback on performance.
Plan and ensure the on-going learning and development of reporting staff.

Educational Requirements:
- Master’s degree in Economics, Engineering, Social Science, Finance, Management, or other related specialized fields. University degree in Economics, Engineering, Science, Finance, Social Science, Management or other related fields, combined with specialized experience in similar organization/s, may be considered in lieu of a Master’s degree

Relevant Experience And Other Requirements:
Work experience
At least 10 years’ relevant experience in design and management of development project (investment, technical assistance, policy based program) at senior levels
Experience in applying expertise in an international setting within the ICT and/or its application to economic/social infrastructure sectors
Experience in working in developing nations

Technical knowledge
Provide application of expertise within a specific area, or breadth across multiple areas with in-depth knowledge within one area
Able to utilize and share relevant knowledge to benefit the broader ADB community

People and leadership skills
When required, able to act as a mission leader / team lead, exercising supervision coordination, and planning responsibilities over the assigned team, with oversight from the Director or a more senior team leader
Act as a mentor to more junior team members, providing guidance on projects and processing of loans/technical assistance
