Role Purpose:
  • Lead in identifying, developing, processing, implementing and administering loans, technical assistance (TAs) projects and services in the assigned sector.
  • Work within general policies, principles and goals, working directly with clients.
  • Play a key role in ensuring the quality of portfolio performance management while making significant contributions to developing and implementing country and water sector strategy and lead water sector policy discussions, project design teams, economic and sector work in field of Irrigation and drainage.
Key Activities:
  • Makes significant contributions to developing and implementing country and sector strategy; generates 'think pieces highlighting policy issues and options; leads policy discussions with senior government officials.
  • Leads missions and supervises major projects resolving divergent views, interacting with clients at the policy level.
  • Provide advisory and technical services to peers and colleagues, divisions and departments in Agriculture and Rural Development related issues.
  • Reviews and processes operational documents and ESW, coordinating across disciplines and project components with other team members.
  • Responds to ad hoc information requests from internal and external parties
  • Provides leadership and advisory support in all phases of operations, including problem solving on complex issues of implementation, aid coordination and resource mobilization, project and sector/economic strategy; handles complex cross-department and cross-sectorial problems.
  • Plays a key role in ensuring the quality of portfolio performance management through project implementation, monitoring and assistance.
  • Carries out responsibilities for a variety of operational tasks (e.g. participating as a full member of a multi-disciplinary team) and undertaking assignments of project preparation, appraisal, supervision and ESW in field of expertise.
  • Produces major/complex reports, which require the successful coordination and integration of input from multi-disciplinary staff.
  • Demonstrate devotion and interest to interact and share knowledge and skills with colleagues in the department and the Operational Complex.
  • Provide advisory and technical services to peers and colleagues, divisions and departments in agriculture related issues.
  • Works independently under general direction of unit manager and guides and mentors more junior staff.
QUALIFICATIONS/EXPERIENCE:
  • Advanced university degree (at least a Master's degree) in Water Management/rural Engineering (Genie Rural) ; or Advanced degree in engineering with an emphasis on Agriculture Water Management, Irrigation and Rural Water Supply
  • Knowledge of design and construction of irrigation and drainage infrastructure and technologies
  • Knowledge of water resource management including multi object resource models, subsidiary, economics and conflict resolution
  • Knowledge of water sector institutions
  • Represents Bank's stance on cutting edge issues and has high level/in-depth client discussions in a technical area
  • Knowledge of policy related decision making and is able to see linkages across Bank's portfolio
  • Experience in providing
  • cost-benefit and socio-economic analysis for IDB projects in the technical cooperation sector, particularly in developing countries
  • 9 years of experience in a related field of Irrigation and drainage
  • IT skills in economic, financial modelling and statistical analysis
  • Policy, strategy development and knowledge production experience
  • Proven leadership ability
  • Languages (English + 1 other of the Bank's working languages)
  • Has extensive experience with the design and construction of irrigation and drainage infrastructure and technologies, as well as recognized expertise in issues around pumping and the use of treated wastewater in irrigation.
  • Understands WRM including: How to use and interpret multi-objective water resource models; Subsidiary (decision making process, stakeholders, lines of authority, finance, and operation, etc.); Economics (instruments, financing, costs, benefits, benefit generation/sharing, etc.); Identifying conflict and mediating resolutions among stakeholders.
  • Has a comprehensive understanding of the water sector institutions including: Water quality management institutions; Groundwater management institutions; Water user associations and community-based service providers; Utilities / Irrigation agencies; River basin organizations; Public and private sector institutions; Government agencies.
  • Develops and proposes Irrigation and drainage strategies for strengthening water sector institutions.
  • Serves as the Bank's lead on this topic, representing the Bank at international fora.
  • Is sought out to serve as an authority and consult to others.
  • State-of-the art knowledge of policy, operational, technical and project issues and ability to address issues across sectors and at the country and regional level.
  • Has deep experience applying this knowledge to policy-related decisions and advice, and seeing linkages across the Bank's program portfolio.
  • Knowledge of developing country conditions related to operations, economics and policy.
  • Proven ability to conceptualize, design and implement large and complex projects. Has solid experience with engineering feasibility and design studies.
  • Is familiar with the design, construction, operation, and maintenance of infrastructure
  • Ability to promote client/beneficiary participation and commitment to ensuring effective implementation and longer-term sustainability of projects/programs
  • Understands the concepts, alternatives, technologies sufficiently to review procurement and technical specifications of tender documents, and advise the client.
  • Ability to ensure the quality of portfolio performance management for results.
