Job Purpose:
To provide ADB with strategic direction on managing for development results (MfDR); coordinate ADB’s institution-wide work on MfDR, including the design and use of ADB’s results framework and the annual development effectiveness review (DEfR) process; prepare key strategy and policy papers on MfDR; ensure policy and operations coordination for decision-making at Management level; ensure consistent application of country and sector results frameworks, and project design and monitoring frameworks; and maintain institutional relations with the international development community on MfDR.
Expected Outcomes
Managing for Development Results
- Ensures the implementation of ADB’s results-based policies, strategies and business processes to plan, allocate resources for, implement, and monitor Strategy 2020 effectively
- Ensures the monitoring and reporting of ADB’s results achievement at all levels, i.e. corporate, country, sector, and project, and change management initiatives through DEfR.
- Coordinates the design, development, and use of ADB’s results framework, country and sector results frameworks, and project design and monitoring framework.
- Develops and promotes MfDR-related knowledge, tools, and interesting practices within ADB and with its stakeholders
- Collaborates and maintains the effective partnerships with stakeholders, including shareholders and development partners
Strategy and Policy
- Develops and maintains relevant and results-based policies, strategies, and business processes.
- Ensures ADB staff’s understanding of Strategy 2020, policies and business processes, and MfDR
- Collaborates and maintains the effective partnerships with stakeholders, including shareholders and development partners.
- Provides support to the Office of the President as required.
Unit Operations Management
- Oversees the effective day-to-day operations and provide guidance on issues and ADB policies.
- Facilitates effective coordination and cooperation with other ADB departments and internal stakeholders.
- Leads the planning, implementation, and monitoring of the Unit’s work program.
- Undertakes the performance management of the Unit.
- Manages budget and resource allocation for the Unit.
Staff Supervision
- Creates and leads multidisciplinary teams and ensure the overall quality of its work.
- Manages the performance of teams and individuals by providing clear direction and regular monitoring and feedback on performance.
- Coach and mentor team and individuals and ensures their on-going learning and development.
Educational Requirements:
- A Master’s degree or equivalent in Economics, Finance, Public/Business Administration or related fields or other subjects relevant to the Unit’s work. University degree in Economics, Finance, Public/Business Administration or other subjects relevant to the Unit’s work, combined with specialized experience in similar organization/s, may be considered in lieu of a Master’s degree.
Relevant Experience And Other Requirements:
- Suitability to undertake the position’s responsibilities at the required level;
- At least 15 years of relevant professional experience and demonstrated technical competence of the position’s responsibilities;
- International experience working in several countries
- Substantial experience in strategic planning, development finance and administration, policy-oriented research studies, and analyses of development problems;
- Multidisciplinary skills and proven ability to liaise effectively with staff and Management;
- Strong leadership with good managerial, interpersonal, and negotiating skills;
- Broad-based exposure to operational policies and procedures; and
- Working knowledge of information technology systems and application software.
