Job Purpose:
The main responsibilities include (i) develop ADB’s energy sector strategies in Bangladesh, in coordination with South Asia Energy Division (SAEN), with emphasis on clean and/or alternative energy technologies and considering both mitigation and adaptation; (ii) support South Asia Department’s (SARD) activities relating to climate change adaptation and mitigation in Bangladesh and help implement ADB’s Bangladesh Climate Change Implementation Plan (CCIP) by participating in country consultations, and assisting in policy dialogue; (iii) formulate and process lending and non-lending operations, including the Pilot Program for Climate Resilience (PPCR) and Clean Development Mechanism (CDM) projects; (iv) supervise and administer lending and non-lending operations; (v) contribute to the formulation and implementation for regional cooperation and integration; (vi) conduct knowledge work. Work within general policies, principles and goals, working directly with clients.
Expected Outcomes
a. Sector Policy and Strategy
Act as the focal point for climate change in the Bangladesh Resident Mission (BRM).
Update and help implement the Bangladesh CCIP by participating in country consultations and related activities.
Advise government and ADB operations teams on policies and strategies, and participate in policy dialogue, to mainstream climate change adaptation and mitigation in development planning and implementation.
Conceptualize development strategies and develop road map for the energy sector in Bangladesh, in coordination with SAEN, with emphasis on clean and/or alternative energy technologies and considering both mitigation and adaptation in consultation with relevant Government agencies.
Conduct policy dialog and advise Governments on energy sector’s reforms to ensure efficient use of resources and encourage private sector participation.
Lead discussions with Governments and identify investment opportunities in the energy sector for sustainable low carbon economic growth, increasing access to energy for the poor, particularly in rural areas.
Ensure the proper coordination with sector divisions and Regional and Sustainable Development Department (RSDD) for exchange of information and experiences, and continuous improvement of climate change policy, planning and implementation practices.
b. Project Development and Processing
Formulate and prepare the lending and non-lending pipeline of projects in the energy sector with emphasis on clean and/or alternative energy technologies and considering both mitigation and adaptation, including the Pilot Program for Climate Resilience (PPCR) and Clean Development Mechanism (CDM) projects;
Lead the mission team for project processing and ensure key technical, economic, financial and safeguard issues are incorporated into project and program design in coordination with other Departments to ensure full compliance of ADB policies and procedures.
Lead discussion with other development partners, civil society and/or commercial banks for cofinancing, and with private sector stakeholders for public-private sector partnerships.
- Identify climate proofing needs/opportunities in ADB loans and TA projects in Bangladesh, recommend specific strategies for climate change mainstreaming into the project design and development processes.
c. Supervision of Loans and TAs
Supervise the administration of lending and non-lending operations to ensure timely achievement of project outputs, outcome and impact as provided in the Project Design Framework.
Provide input to sector projects that may be at risk from adverse impacts of climate change
d. Regional Cooperation and Integration
Develop regional energy sector strategies focusing on clean and/or alternative energy technologies and considering both mitigation and adaptation and initiate regional projects in consultation with national and regional organizations and international financial agencies.
e. Knowledge management
Undertake analysis and assessment of key energy sector issues particularly in the area of clean and/or alternative energy technologies considering both mitigation and adaptation, and prepare reports, articles, presentations disseminated through publications, web-posting and knowledge sharing seminars.
Participate in country teams and provide climate change-related inputs for Bangladesh Country Partnership Strategies (CPS).
f. Staff Supervision
Create and lead multi-disciplinary teams and ensure the overall quality of its work
Supervise the performance of teams and feedback on performance
Provide coaching and mentoring to team and individuals and ensure their ongoing learning and development
Educational Requirements:Master’s Degree or equivalent, in Engineering, Economics, Finance or other relevant fields. University degree in Engineering, Economics, Finance or other relevant fields, combined with specialized experience in similar organization/s, may be considered in lieu of a Master’s degree.
Relevant Experience And Other Requirements:
Work experience- At least 10 years of relevant experience within the field at senior levels (e.g. leading projects)
- International experience working in several countries
Technical knowledge- Understanding of climate change adaptation issues within the development context (in order to effectively support team members focusing on adaptation)
- Proven application of expertise within a specific area of ADB's operations (economic, sector or thematic), or breadth across multiple areas with in-depth knowledge within one area
- Able to utilize and share relevant knowledge to benefit the broader ADB community
People and leadership skills- When required, able to act as a mission leader / team lead, exercising supervision coordination, and planning responsibilities over the assigned team, with oversight from the Director or a more senior team leader
- Act as a mentor to more junior team members, providing guidance on projects and processing of loans/technical assistance
- Act as a coach to develop the capabilities/potential of more junior colleagues
- Excellent oral and written communication skills in English
