Job Purpose:
To manage and coordinate engineering activities on a shift basis for the safe, efficient and economic operation and maintenance of the ADB's engineering services including the implementation of rehabilitation and upgrading projects being undertaken by the unit.
Expected Outcomes
Engineering and Building Operations and Maintenance
• On a shift basis, leads the operations and maintenance team composed of Assistant Shift Engineers and service provider's staff to ensure that all building services such as air conditioning, power and water supply, lighting, sewage, elevators, fire protection and others are in safe and efficient operating condition.
• Devices programs for the upgrade, improvement and rehabilitation of facilities and engineering equipment in line with new developments in technology, government regulations, E2HSMS requirements and LEED guidelines. Ensures that these are completed on schedule and within the approved budget.
• Prepares cost efficiency maintenance programs and schedules for the operation of building services equipment to ensure proper utilization and economical operation.
• Conducts investigation of equipment and systems failures with the aim of restoring the affected service without delay, and recommends changes to avoid recurrence of failures; coordinates with public utility companies on service interruptions and other related problems.
• Recommends improvements/enhancements to existing facilities and engineering equipment operations as influenced by the new development in technology, government and E2HSMS requirements.
• Recommends, implements and monitors the Bank's energy and water conservation measures and cost control.
• Assists the Unit Head/Lead Facilities Planning and Management Specialist in preparing and evaluating documents/engineering design proposals of major project and activities, and other quality management initiatives of the unit.
• Coordinates with various government agencies in securing government permits and licenses for the operation of various engineering services; also coordinates with various maintenance contractors in the proper implementation of contracts, evaluates their performance, and assists in preparing and reviewing maintenance contracts.
• Ensures continuous operation of essential building services and prevents damage to property by making himself/herself available for duty during holidays and in times of emergencies like storms, civil disturbances, etc.
Budget Planning and Control
• Provides inputs in the preparation of annual building engineering services budget, mid-year and post-evaluation of the unit’s administrative and capital expenditures, including special capital budget requirements.
• Manages the purchase of equipment and tools, spare parts, engineering supplies and materials, and related service by initiating requisitions and providing supporting documents to ensure efficient procurement. Verifies Request for Purchase of goods and services in the Oracle system.
Administrative Support
• Coordinates the prompt response to complaints/requests for engineering services through the Building Service Request.
• Provides inputs to reports and correspondences related to the unit’s administrative requirements including preparation of periodic accomplishment reports, reviews of AOs, audit reports, best practices and other related procedures/guidelines.
• Assists the Unit’s Head/Lead Facilities Planning and Management Specialist in achieving the work plan objectives of the Unit.
• Performs other duties as may be assigned by the position’s immediate supervisor, Unit head/Lead Facilities Management Specialist, and/or Director, OAFA.
• Other duties that may be assigned as reflected in the incumbent’s work plan.
Educational Requirements:
Bachelor’s degree in Mechanical or Electrical Engineering; Licensed professional Mechanical or Electrical Engineer; ; preferably with Master’s Degree
Relevant Experience And Other Requirements:
Work Experience
• At least 8 years of work experience in Building Engineering and Maintenance Services within a large organization
• At least 4 years of supervisory experience in building operations and maintenance
Technical Knowledge
• Thorough knowledge of the operation, maintenance, repair and installation requirements of building services and equipment
• Sound knowledge of standard building management system and office software
• Excellent analytical and engineering problem solving skills
• Extensive theoretical knowledge of engineering techniques and methodologies
• Awareness of the application of Environment Health and Safety Management System in Building Facilities and Engineering Operation
• In-depth knowledge of national and/or international workplace safety rules and regulations
• In-depth knowledge of budget and procurement procedures relating to the operation, maintenance and installation of ADB’s building services and equipment
• Ability to analyze procedural, operations and strategic issues and make recommendations to improve effectiveness of the work unit operations and services
• Ability to plan, organize and direct the activities of the work unit
• Working knowledge of ADB-adopted computer applications
