Job Purpose:
As an experienced officer, the Senior Information Resources and Services Officer is responsible for overseeing the technical and administrative requirements of the three teams under Information Resources and Services Unit (OAIS-IR), namely Library, Research, and Records/Archives teams. The Officer oversees the work activities of local staff teams and identifies opportunities to improve the quality and efficiency of services provided by the Unit.
Expected Outcomes
Information Resources and Services
• Monitors global trends and identifies best practices and opportunities for innovative services in the areas of data and information collection, organization, circulation, promotion and preservation.
• Together with Information Coordinators, prepares an annual research plan in ADB’s core areas of operations to serve as the basis for the various information products.
• Serves as the overall editor of the various information products.
• Engages the various communities of practice and knowledge coordinators in various Departments in the work of the OAIS-IR, including in the development of library collections and seeking their inputs for research plans.
• Participates in the development of the Unit/Division/Office work program and budgeting, taking into account ADB’s latest policies, strategies, and priorities..
• Supervises the implementation of the work plans of the three teams. Prepares the weekly, monthly, quarterly and yearly work progress reports for submission to the Unit Head.
• Oversees and handles local staff personnel matters such as overtime, leave, attendance, counseling, development training (internal and external), performance appraisal and other activities.
• Devises and carries out survey and other feedback mechanisms as an input to Unit evaluation and planning..
• Drafts reports and correspondences as needed.

Educational Requirements:
Bachelor's degree in Economics, Business Management, Development Studies, Library/Information Science, Information Management, or related fields; preferably with Master's Degree or equivalent
Relevant Experience And Other Requirements:
Work experience
• At least 8 years relevant experience in information, communication, research, library and records management, including experience in systems, budgeting, planning and administration; with 4 years of supervisory experience.
Technical knowledge
• Awareness of current trends in development research, library information science, and records and archives.
• Knowledge in planning, programming, budgeting and evaluation.
People and supervisory skills• Effective report-writing and communication skills in English.
• Ability to develop rapport internally and externally in a multicultural environment.
