Purpose of the Position
To assist the Deputy Regional Director, EAPRO in fulfilling their accountabilities with respect to:
(a) Quality Assurance and Oversight of country programmes from inception to delivery.
(b) Strategic Representation and Partnerships
(c) Knowledge Leadership with respect to children`s issues in the regions
(d) Facilitated Strengthened Technical Assistance for country programmes.
This assistance is provided by carrying out the duties outlined in (3) below in respect of nutrition.
The responsibilities also include providing policy support, guidance and advocacy as required in emergency situations and other humanitarian programme implementation, collaboration with other agencies in this regard.
The accountability of the post embraces UNICEF`s advocacy with the government and other partners as well as other aspects under the office`s accountabilities framework for the enhancement of the survival, protection, development and participation of children and women in national development efforts.
Ensures that the equity and the gender equality perspective is mainstreamed.
Key Expected Results
1. Quality Assurance and Oversight:
a. Provide strategic advice and oversight to country offices in the sectoral area in developing, implementing, monitoring and evaluating programmes of cooperation with government counterparts. Strategic advice is provided to help develop policies, strategies, programmes, plans and systems which facilitate the translation of the global and regional goals for children into operative processes adapted for each country of the region.
b. Provide input for clearance of CP documents for HQ and Executive Board on policy and programme matters in the sectoral area, ensuring they meet required quality standards.
c. Provide quality assurance of country programmes and strategies in the nutrition sphere against predictive economic/social indicators and national development strategies to assure that issues of child rights are mainstreamed and at the forefront of national agendas.
d. Stay abreast of country programme implementation in the young nutrition sphere, especially when new strategic choices are being made.
Proactively brief the Deputy Regional Director, and the Regional Adviser, Young Child Survival & Development, and through them the Regional Director, on such matters and on the appropriateness of capacity (human financial, etc) to deliver results of such programmes.
e. Linked to incumbent`s quality assurance and oversight function, discuss and agree with COs on technical and advisory assistance required to strengthen and improve country programmes. Assist COs in acquiring/accessing advisory and technical expertise.
2. Strategic Representation and Partnerships:
a. Act as focal point with regional institutions and develop partnerships with related complementary institutions to ensure increased focus on children`s rights and development issues in the nutrition sphere.
b. Represent EAPRO and the RMTs` regional specific viewpoints and policy positions on nutrition at regional and international meetings to ensure that `ground` realities are fed into global process and discussions.
c. Build partnerships at regional level to ensure UNICEF concerns are mainstreamed in regional and country policy initiatives, and to raise sensitive or cross-country issues. Such partnerships should also be used to leverage resources for results for children.
d. Liaise with HQ to implement global initiatives related to the key result areas (KRAs) of the MTSP.
e. Develop and update sectoral analysis which can be used for diagnostic, policy and advocacy purposes.
Keep the Deputy Regional Director, and through him the Regional Director, informed on progress, trends and issues which will assist in high level strategic representation and partnerships.
3. Knowledge Leadership:
a. Analyze trends, strategies and methods of national systems and programmes and advise on the most cost-effective approaches for strengthening national capacity in these areas.
b. Review literature and innovations/good practice in order to improve regional approaches and strategies.
c. Identify research gaps and initiate research to inform programming and UNICEF positioning within the sector.
d. Feed the findings /results of programme evaluation and other empirical evidence into policy advice.
e. Promote a knowledge based culture to help strategically improve results f. Promote experience - sharing through issuance of regional publications, research findings and statistical analyses
4. Strengthened Technical Assistance:
a. Facilitate and support the development of capacity of CO staff and partners to design and implement, monitor and evaluate specific technical programme areas
b. Develop pools of expertise and centres of excellence across East Asia and the Pacific in relation to adolescent development and participation
c. Facilitate technical assistance through interagency platforms and mechanisms already based in the regions
d. Identify programme priorities and develop effective approaches to programme design and delivery for adolescents in countries of the region, giving due attention to integration within existing programmes.
e. Facilitate sharing of good practices and practice standards among countries.
f. Assess Emergency preparedness, identify needs for emergency support, and effectively provide coordination on emergency responses in coordination with the regional emergency advisor.
Qualifications of Successful Candidate
Advanced University degree in Human Nutrition.
  • - Minimum of ten years of relevant work experience at national and international levels in programme planning, management, monitoring and evaluation in nutrition.
  • Experience in UNICEF (or UN agency/large NGO/multi/bi-lateral organization) country programme preparation and programme management would be an asset. Demonstrated ability to work in a multi-cultural environment with special emphasis on the cultural sensitivities of East Asia and the Pacific would be an asset. Specialized Experience:
  • Understanding of UNICEF programmatic goals, visions, positions, policies and strategies (MDGs, UNDAF,WFFC, MTSP etc.) - Understanding of right-based and result-based approach and programming.
  • Understanding of UN Mission and system, and International Code of Conduct.
  • Understanding of UNICEF Mission Statement and observance of UNICEF Guiding Principles.
  • Familiarity the new aid environment and its implications for UNICEF advocacy and programming.
  • Fluency in English and another UN working language.
  • A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
