Purpose of the Position
Under the general supervision of the Operations Manager in the Haiti country office, the incumbent is expected to provide technical support for the area of financial controls, accounting, recording, reporting of assets, liabilities and income in support of the country office programme management and administration. Key Expected Results 1. Approve financial/operational transactions including income recognition through the interpretation of applicable policies, procedures, rules and regulations. Establish work priorities, provide instructions, take follow up actions, review and ensure accuracy of work performed by the Finance and Accounts Officers.
Manage and control bank accounts in accordance with UN/UNICEF financial rules and regulations and local banking practices. Provide up-to-date information on the cash position and status of such accounts. Exercise payment functions by signing, jointly with another authorized officer, cheques and payment instructions.
2. Manage the office suspense accounts:
Personal Advance Recoveries, Outstanding Budgetary Obligations, Direct Cash Transfer, prepare relevant reports and reviews reconciliation with NY reports, solves discrepancies and effect adjustments in VISION.
3. Prepare and review the office budgets and the accompanying justification and documentation. Manage and monitor budget expenditures against Allotment Code of Expenditure and reviews reconciliation with reports received from HQ. Review financial structures and transactions, Update the Finance Unit job descriptions prior to the budget preparation in line with country program work plan. Monitor the Haiti Integrated Budget Management Report
4. Under the Operations Manager, contributes to the implementation of HACT, IPSAS and VISION, provides guidance and training to staff. Ensures adequate Cash Flow Management processes are in place.
5. Ensure that delegation of authority and performance of financial controls are properly reflected in the VISION procedures, provides assistance to OPS staff on the use of the system. Advise and propose alternative solutions to the Operations Manager when deviation from financial rules and regulations may be required, providing information on the feasibility and appropriateness to local conditions in order to meet office objectives.
6. Establish mechanisms for monitoring and evaluation of financial systems and transactions assuring adherence to procedures, rules and regulations; provide guidance and administer training.
Qualifications of Successful Candidate
  • An advanced university degree in Accounting, Business Administration, Financial Management, Economics, or directly related technical field(s) is required. Valid professional certification (CA; CPA; etc.) from an accredited chartered accountancy institution, in conjunction with a relevant first-level university degree (as identified above), may be taken in lieu of an advanced university degree. Specialized training in IPSAS and SAP or other ERP systems is considered an asset.
  • A minimum of five (5) years of relevant hands-on experience, at the national and international levels, in financial management is required.
  • Fluency in English and French is required.
Knowledge of an additional UN Language (Arabic, Spanish, Russian, Chinese) and/or of the local language (Haitian Creole) is considered an asset. Competencies of Successful Candidate - Communicates effectively to varied audiences, including during formal public speaking.

This is a project funded post with funds available for one (1) year – which may be renewable subject to availability of funds (as well as continued requirement of services and satisfactory performance).
