Vacancy Announcement : Project Officer (CBHD) : (1) post : Programme Coordinator : Nay Pyi Taw and frequently travel to project areas : Initial three months probation contract with extension as subject to performance appraisal and funding availability Application Deadline : 16:30, 24.09.2013 Purpose of this position: Project Officer will assist the Head of the Health Division, MRCS and Danish Red Cross, in all aspects of planning, management and implementation of a Danish Red Cross supported community health development programme. Duties and Responsibilities
Assist in the day-to-day management and administration of the project according to approved activity plans and project documentation. Provide direction and guidance to 12 townships project staffs in relation to the preparation of quarterly/annual activity-based budgets, monthly financial reports and monthly/ quarterly narrative progress reports as well as other possible reports. Conduct regular and frequent monitoring and supervisory visits to the project sites, ensure use of available standardized reporting system and participate in periodic reviews and evaluations (internal as well as external). Ensure that project funds are spent according to the project objectives, MRCS/DRC financial management guidelines and donor requirements. Maintain a professional relationship with all MRCS Divisions, delegates and technical advisors working with MRCS and act as the main contact between MRCS HQ and the project townships. Share knowledge and information to create an enabling environment for capacity building among staff involved with community health development projects. Participate in baseline data collection, training needs assessments and preparation of training plans and materials to be used by the project as well as other MRCS projects. Provide input to the training of MRCS branch level staff and volunteers according to plans. Closely collaborate with delegates and technical advisors working with MRCS Health Division to develop and implement generic materials relevant to the general programme portfolio of the MRCS Health Division. Maintain good relations with the MRCS and Red Cross partner organizations, government, donor agencies, NGOs and other organizations in Myanmar in a manner appropriate to the Project Officer's functions. Participate in forums and meetings to foster collaboration with other organizations.
Skills and Competencies Requirements

At least 2 years experiences in health related field Solid project management and financial management experience Good analytical and report writing skills Good organizational and interpersonal skills, including communication skills Knowledge of participatory and community-based approaches an advantage Effective English Language skills Effective Computer Knowledge Understanding of the Red Cross Movement and willingness to actively promote Red Cross fundamental principles Red Cross Volunteers are preferable
