Job Purpose:
Oversee and provide high-level policy, technical and procedural advice and coordination on budget formulation and implementation in ADB. Supervise the provision of technical advisory support to other departments, as well as participate in the budget approval process. Work within a framework of broad policies, principles and goals, applying a high degree of autonomy in selection of work methods.
Expected Outcomes
Planning and Budget Formulation
  • Contribute to the planning of the Budget, Personnel, and Management Systems Department's (BPMSD's) vision, goals and key result areas in support of ADB's strategic objectives.
  • Provide high-level policy, technical and procedural advice and coordination on budget formulation and implementation.
  • Oversee the provision of technical advisory support to BPBM and BPMSD on budgeting and the impact of project budget growth to Ordinary Capital Resources (OCR) and Asian Development Fund (ADF) income, and the integration of internal budgetary resource planning into ADB-wide operational and financial systems.
  • Act as the lead coordinator and contribute substantially to the preparation of the budget documents.
  • Participate in the budget approval process by overseeing the preparation of documents for the deliberations by the Budget Review Committee (BRC), and for the Board meeting on the annual budget.
  • Coordinate BRC meetings and prepare Summary of Discussions.
  • Coordinate with operational and non-operational units with regard to accounting and cost recovery measures from budgeting and budgetary resource management perspective.
  • Provide leadership in assessing the cost/resource implications for implementing new policy/strategy and policy/strategy reviews.
  • Oversee and examine ways to improve the budget structure and budget utilization to ensure efficient formulation and utilization of the budget.
  • Oversee the implementation of the budget carry-over mechanisms.
Knowledge Sharing
  • Support the mentoring of new BPBM staff and budget coordinators in other departments and offices.
  • Maintain effective and regular relationships with international finance institutions such as the World Bank, International Monetary Fund (IMF), Inter-American Development Bank (IADB), and European Bank for Reconstruction and Development (EBRD).
Process Improvement
  • Develop best practices in budgeting with regards to methodology, efficiency measurement, execution and monitoring, accounting and evaluation, and strategic planning.
Staff Supervision
  • Establish and lead multidisciplinary teams and ensure the overall quality of its work.
  • Supervise the performance of teams and individuals providing clear direction and regular monitoring and feedback on performance.
  • Provide coaching and mentoring to team and individuals and ensure their on-going learning and development.
Educational Requirements:
Master's Degree, or equivalent, in business administration, accounting, finance, economics, management, or related fields; University degree in business administration, accounting, finance, economics, management, or related fields combined with specialized experience in similar organization/s, may be considered in lieu of a Master's degree.
Relevant Experience And Other Requirements:
Work experience
  • At least 12 years' relevant experience within the field at senior levels (e.g. leading teams)
  • Experience in applying expertise in an international setting.
Technical knowledge
  • Significant expertise within a specific area or breadth across multiple areas with in-depth knowledge within one area
  • Credible expert in field of expertise with recognized ability to lead projects and to share relevant knowledge to benefit the broader ADB community

  • Able to perform effectively as a team/unit lead, exercising supervision, coordination, and planning responsibilities over multi-disciplinary team/unit
